<br /> . + ~ <br /> ADMINISTRATIVE ORDER N0.58-96-19-F <br /> of the <br /> AIRPORT MANAGER <br /> REVISING AIRPORT FEE SCHEDULE BY CHANGING <br /> DESIGNATIONS IN SECTION 2, DELETING THE RAMP FEE, <br /> INCREASING GATE/HOLD ROOM AND COUNTER FEE, . <br /> AMENDING SECTION 3 REGARDING STORAGE PARHING FEES, <br /> REVISING TERMINAL BUILDING RENTAL RATES, REVISING <br /> THE OLD TOWER BUILDING LEASE FEE, ADDING A <br /> HAZARDOUS SUBSTANCE RESPONSE FEE, AND RESCINDING <br /> ADMINISTRATIVE ORDER N0.58-96-12-F. <br /> The Airport Manager of the City of Eugene finds as follows: <br /> A. Sections 2.440 to 2.442 of the Eugene Code, 1971, authorize the City Manager or designee to <br /> set fees and charges for the use of the Eugene Airport. Under Airport Rule 8.4.2., the City Manager has delegated <br /> that authority to the Airport Manager. <br /> B. In accordance with the procedures set forth in Sections 2.440 to 2.442 of the Eugene Code, 1971, <br /> ~ oh May 31, 1996, I issued Administrative Order No. 58-96-19 proposing to amend the Airport Fee Schedule by: <br /> (lid changing the designation of Section 2 to Non-Signatory/SignatorylUnscheduled Airlines, deleting the ramp <br /> fete therein, and increasing the Gate/hold room and counter fee; (2) amending Section 3 to reflect when the <br /> requirement for payment of storagelparldng fees becomes effective; (3) revising the terminal building rental rates <br /> in Section 5; (4) adding a signatory jet bridge rental fee; (5) revising the Old Tower building lease fee; and (6) <br /> adding a hazardous substance response fee, all asset forth in the Notice of Intended Fees attached as Exhibit A <br /> thereto. <br /> C. The Notice was posted at two locations at the Airport on August 27, 1996, published in the <br /> i Register Guard, a newspaper of general circulation within the City, on September 1, 1996, and made available <br /> far inspection by interested persons at the offices of the Airport Manager, 28855 Lockheed Drive, Eugene, <br /> Oregon 97402, during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of <br /> hglidays). The Notice provided that written comments would be received thereon for a period of 15 days from <br /> the first date of posting and publication. No responses were received within the time or in the manner required <br /> by the Notice. <br /> D. After investigating the fees charged at other airports, the City's policies on recovery of user fees, <br /> aid the revenue needs of the Eugene Airpart, I have determined that Sections 2, 3, 5 and 10 of the Airport Fee <br /> Schedule should be revised, a new Sectioe 6 added thereto, existing Sections 6 through 11 renumbered 7 through <br /> 1 and a new Section 13 added thereto as set forth in Finding B above. I further fmd that it would be more <br /> efficient to rescind Administrative Order No. 58-96-12-F as of the effective date of this Order, and adopt the <br /> arpended Airport Fee Schedule attached as Exhibit A hereto, and incorporated herein by reference. <br /> On the basis of these findings, I order that: <br /> 1.
