~ r <br /> <br /> 1 <br /> ADMINISTRATIVE ORDER N0.58-96-21 <br /> of the <br /> Executive Director of the Public Works Department <br /> i <br /> ORDERING THE TEMPORARY CLOSURE OF PORTIONS <br /> OF SCOBERT PARK. <br /> The Executive Director of the Public Works Department finds that: <br /> A. On September 11, 1996 I issued Administrative Order No. 58-96-20 rescinding <br /> Administrative Order No. 58-96-18 which had ordered the temporary closure of Scobert Park, <br /> located at 1180 West 4th Avenue, within the City of Eugene, in order to allow the City and residents <br /> of the area an opportunity to conduct meetings to discuss initial concepts for the future use and/or <br /> terraporary closure of the park. <br /> ' B. Based on that review and other neighborhood input, it has been recommended that <br /> 'the., portions of the park with vegetation in distress be temporarily closed to allow City staff and the <br /> citizen team reviewing Scobert Park an opportunity to discuss future needs and uses for the park as <br /> weal as restoration of the park's vegetation, which has sustained severe abuse. I concur with that <br /> recommendation, and find it would be in the public interest to temporarily close those portions of <br /> Scobert Park. <br /> Now, therefore, based on the above findings, which are hereby adopted, and the authority <br /> of Section 1.003 of the Park Rules as amended by Administrative Order No. 58-06-16 on August <br /> 16, 1996: <br /> It is hereby ordered that: <br /> I <br /> 1. Those portions of Scobert Park, located at 1180 West 4th Avenue, Eugene, Oregon, <br /> ~ that contain vegetation and the boundaries of which are delineated by a fence(s) or other barriers} <br /> 1 erected by the City, are hereby closed to entry by all persons other than police officers, authorized <br /> City employees, or persons with written authorization from the Public Works Director or the Parks <br /> Maintenance Manager, effective 12:01 a.m., September 17, 1996. Written authorization may be <br /> granted to: (1) those persons maintaining an already-established garden within the boundaries of <br /> Scobert Park, with such access permitted solely for the purpose of maintaining the garden; and (2) <br /> members of the citizen team for Scobert Park, such access permitted solely for the purpose of <br /> executing the planing effort for the park. The closure shall remain in effect until December 2, 1996. <br /> 2. In addition to any other measures that may be implemented to ensure that entry to the <br /> closed portions of Scobert Park is restricted, the City shall erect fences or other barriers around the <br /> I ~ closed azeas, and clearly visible signs shall be posted at such locations as deemed appropriate, <br /> !advising the public that pursuant to this Administrative Order No. 58-96-21, entry into a fenced area <br /> Administrative Order - 1 <br /> i <br /> <br />
