<br /> w ~ <br /> i <br /> 1, <br /> NOTICE OF INTENDED RULEMAKING - <br /> ~I <br /> PROPOSED ADOPTION OF STREET TREE PROGRAM <br /> j ADMINISTRATIVE RULE R-7.280 <br /> NOTICE IS HEREBY GIVEN that pursuant to the authority contained in Sections 2.019 <br /> and 7.280 of the Eugene Code, 1971, the City Manager Pro Tem of the City of Eugene, intends <br /> to ;adopt as a permanent rule Proposed Street Tree Program Administrative Rule R-7.280 which: <br /> Establishes the policy and requirements for planting and establishment <br /> of street trees; defines "approved Street Tree Plan;" establishes: application <br /> procedures; Street Tree Plan requirements; standards to be utilized in the <br /> development of a Street Tree Plan, which include tree selection standards, tree <br /> - ~ quality standards, size standazds, tree condition standards, planting location <br /> standards, planting 'standards and general conditions; planting procedures; <br /> establishment standazds and requirements; procedures for planting and <br /> establishment of trees by the City; procedures for trimming, pruning, or removal <br /> of trees; and adoption of an Approved Street Trees Species List that identifies trees <br /> that are permitted to be planted within the right-of--way of streets, avenues, <br /> highways or alleys, pedestrian rights-of--way, or pedestrian easements within the <br /> City. <br /> I Adoption of Proposed Street Tree Program Administrative Rule R <br /> 7.280 is necessary in <br /> order to ensure that the City's Street Tree Program is unplemented in a manner that is in <br /> coanpliance with newly adopted provisions of the Eugene Code, 1971. <br /> The Proposed Street Tree Program Administrative Rule R-7.280, may be reviewed at the <br /> oi~ice of the City Manager, 777 Pearl Street, Eugene, Oregon 97401 during normal business <br /> hours (8:00 a.m. to 5:00 p.m. Monday through Friday, except holidays). <br /> All persons wishing to comment thereon or object thereto must submit their comments or <br /> objections to the City Manager, 777 Pearl Street, Eugene, Oregon 97401, in writing, within thirty <br /> (3p) days of the date of the first publication hereof, as indicated below.
