' CONSTRUCTION SITE MANAGEMENT PRACTICES <br /> ADMINISTRATIVE RULE R-6.645 <br /> r <br /> NOTICE IS HEREBY GIVEN that pursuant to the authority contained in Sections 2.019 <br /> and 6.645 of the Eugene Code, 1971, the City Manager Pro Tem of the City of Eugene, intends <br /> 'to ,adopt the Proposed Erosion Prevention and Construction Site Management Practices <br /> Administrative Rule R-6.645 that: <br /> Establishes procedures for an enforcement program designed to ensure that <br /> construction related activities prevent or minimize, to the maximum extent <br /> practicable, erosion, sedimentation, and other stormwater related problems; further <br /> define words and phrases applicable to program activities; provides details of <br /> applicability; establishes the outcomes to be achieved, to the maximum extent <br /> practicable; establishes criteria for sensitive area designation; establishes permit <br /> classifications and processing procedures; provides standards for development of <br /> a construction site management plan; establishes prohibited construction practices; <br /> provides suggested prevention measures and design standards to be utilized to <br /> achieve the required outcomes; sets forth enforcement remedies; and provides for <br /> the manner in which decisions may be appealed. <br /> Adoption of the Proposed Erosion Prevention and Construction Site Management Practices <br /> ~ Administrative Rule R-6.645 is necessary in order to implement newly enacted provisions of the <br /> Eugene Code, 1971 by providing an effective enforcement program that will ensure construction <br /> related activities prevent or minimise, to the maximum extent practicable, erosion, sedimentation <br /> and other stormwater related problems, discourage violations and mitigate the effects of violations. <br /> The Rule may be reviewed at the office of the Public Works Department, Administration . <br /> Division, 858 Pearl Street, Eugene, Oregon 97401 during normal business hours (9:00 a.m. to <br /> 5:00 p.m., Monday through Friday, exclusive of holidays), and on the City of Eugene WEB Site <br /> Home Page, Hot Tips Section, using the following address: http://www.ci.eugene.or.us/.. <br /> All persons wishing to comment thereon or object thereto must submit their comments or <br /> objections to the City's Public Works Department, Administration Division, 858 Pearl Street, <br /> Eugene, Oregon 97401, in writing, prior to midnight, January 3, 1997.
