Runoff discharged
into an are that does not ultimately enter the City's public stormwater system constitutes
' acceptance f responsibility for compliance with any state or federal regulations that apply to the
area or body f water receiving the runoff. To be eligible for the impact reduction, the owner must
guarantee th t the system will function as intended.
6.1 Si gle Family Development (SFD) and Duplex Development
Becau a Stormwater SDC's for SFD's and duplexes are based on average amounts of
impervi us surface, these buildings can qualify only for one of two impact reduction rates:
a) 1 0% SDC reduction for complete elimination and management of runoff from the site
e tering the public system or discharging into an area which ultimately enters into the
p blic system; or
b) 5 % reduction for partial reduction and management of runoff from the site entering the
p blic system regardless of the amount of reduction.
The S C reduction will be granted after review and approval by the City Engineer of
constru ion drawings, calculations, and other supporting documents prepared by a licensed
Civil En ineer demonstrating how the reduction in nanoff will be achieved, accompanied by a
site pla showing the proposed mitigating facility and locations of private and public stormwater
facilitie currently in use within and adjacent to the site.
6.2 Mu ti-family, Commercial, Industrial, and other Non-SFD Development
Sto ter SDC for these developments will be reduced proportional to the reduction in total
sto ter runoff entering the public stormwater system from the fully-developed site. (Total
stormw ter runoff includes both runoff from the site in its natural condition and any increase
due to onstruction of impervious surfaces). The SDC reduction will be granted after review
and ap royal by the City Engineer of a report submitted by a licensed Civil Engineer which
' include a site plan showing the proposed mitigating facility and locations of private and public
sto ter facilities currently in use within and adjacent to the site, existing natural drainage
course or other sources of water entering the site, construction drawings, calculations, and
others pporting documents demonstrating how the reduction in runoff will be achieved and
listing p oposed maintenance operations with a maintenance schedule.
I
I
I
May 1, 199 City of Eugene SDC Methodology Page E-5
I
