2.1.2 Regional Wastewater SDCs For All Existing Development
2.1.2.1 Regional Wastewater SDCs For Existing Single-Family
Dwellings and Duplex Development
For existing single-family dwellings, the regional wastewater SDC collected is
equal to the rate for one EDU. For all duplex development, the regional
wastewater SDC collected is equal to two times the rate for one EDU.
2.1.2.2 Regional Wastewater SDCs For All Other Existing Development
with Annual Average Daily Flow less than 100,000 Gallons
For administrative convenience, rather than verifying by physical inspection
the number of plumbing fixture units in an existing development that is
connecting to the wastewater system for the first time, the regional wastewater
SDC,~ollected shall be determined by using the average historic winter water
consumption for the existing development. The existing development's
historic consumption is calculated by averaging the actual winter water
consumption, in gallons, for the preceding months of December through April,
dividing the resulting number by 1,000, and multiplying by the rate for historic
consumption. The rate for historic consumption (per 1,000 gallons) is based
on an assumed typical single-family dwelling average winter water
consumption of 6,000 gallons per month.
2.1.2.3 Regional Wastewater SDCs For All Other Existing Development
with Annual Average Daily Flow Equal to or Greater than
100,000 Gallons
For existing development with measured annual average daily flow equal to
or greater than 100,000 gallons of water discharged, the regional wastewater
SDC collected is equal to the total amount of water being discharged per day,
divided by the EDU standard 200 gallons per day, multiplied by the rate for
one EDU. The regional wastewater SDC charge will be based on the greater
of calculations using either the City methodologies or the current MWMC
Equalization Fee charge.
2.3 Regional Wastewater Administrative Charge
A further adjustment to the regional wastewater SDC is the addition of administrative costs.
MWMC will incur staff costs for the updating and processing of the charge. These costs would
be applied on a per connection basis. The administrative cost per permit is calculated, based
on estimated administrative costs and future connections. The Regional Wastewater
Administrative Charge per permit is applied to the total SDC fees after all other charges and
credits have been applied.

May 1, 1997 City of Eugene SDC Methodology Page D-9
