Systems interim "large volume user" rate calculation methodology, and by Administrative Order <br /> I~ Nq. 58-97-02-F-1 issued by the City Manager on March 12, 1997, that methodology was adopted <br /> and the City's Systems Development Charge Methodology and Appendix D, Section 2 thereto <br /> 'i ameended to reflect the regional wastewater interim rate methodology as set forth in Exhibits A and <br /> ~I B attached thereto. <br /> ' E. Several comments were received with respect to the increases to the City of Eugene <br /> ~I S Crates, as well as comments by a majority of the members of the original SDC Citizen's <br /> A~visory Committee, to delay implementation of the rate changes until the proposed changes <br /> ~'I could be reviewed in further detail. <br /> F. That review has been completed, and except for minor formatting changes and <br /> <br /> i; endments noted in the findings attached as Exhibit B hereto, the amendments proposed to the <br /> ' Ci 's Systems Development. Charge Methodology by Administrative Order No. 58-97-02 should <br /> be adopted. <br /> G. Based on the findings set forth above, the findings in paragraph C of Administrative <br /> er 58-97-02, and the specific findings to the comments received as set forth in Exhibit B hereto <br /> e S stems Develo ment Char e <br /> I find that the r amendments to th p g <br /> inco rated herem, Y <br /> rpo P <br /> nformit with <br /> it in co <br /> ICI M thodology are consistent with adopted policies and ordinances of the C y, y <br /> ap livable state law, and should be implemented for all building permits applied for on or after <br /> M y 1, 1997. <br /> On the basis of these findings, I order that: <br /> 1. The City's Systems Development Charge Methodology, attached as Exhibit A <br /> he eto and incorporated herein, is hereby amended as reflected in fording B above and the findings <br /> a ched as Exhibit B, and the unamended portions thereof ratified and affirmed. <br /> 2. Administrative Order Nos. 58-96-06-F-1 and 58-96-06-F-2, and any other orders <br /> in nflict herewith are repealed as of the effective date of this order. Administrative Order No. <br /> 5 -96-06-F-1 included the Metropolitan Wastewater Management Commission (MWMC) <br /> F ilities Equalization Credit Table and the MWMC Regional SDC Fees which are incorporated <br /> u ended in this Administrative Order as follows: the MWMC Facilities Equalization Credit <br /> Taf ble is attached as Exhibit C, and the MWMC Regional SDC Fees are included in Exhibit B and <br /> ar~ ratified and affirmed herein. <br /> 3.
