<br /> ' . illy <br /> ~ i <br /> !,j METHODOLOGIES: <br /> City of Eugene Systems Development Charges <br /> Appendix D <br /> I Sanitary Sewer System Charge Detail <br /> ~..0 Local Sanitary Sewer System <br /> 1.1 Formula for Within the City <br /> The local sanitary sewer SDC is based on the replacement value of the sanitary <br /> collection system in place on the date the rate is established plus all projects in the <br /> ' sanitary master plan needed to serve the area inside the City's urban growth <br /> boundary (UGB). The equivalent assessments and any state or federal grants are <br /> subtracted from this amount and the remainder is divided by the total number of <br /> "equivalent dwelling units" (EDUs) which can be accommodated within the UGB <br /> j (both existing and projected). Approximately $27 million of the value of the system <br /> is to serve new development. Of this amount, $18 million, or 67%, is for future <br /> projects. The remainder represents value which has been previously paid by existing <br /> 1 sanitary sewer users. This latter 33% is in the form of a reimbursement charge. <br /> The impact of new development on the sanitary sewer system was calculated in terms <br /> of equivalent single-family dwelling units (EDUs) or plumbing fixture units. The <br /> impact of an EDU was estimated by determining the non-assessable cost of the <br /> future system within the urban growth boundary allocated to ultimate residential <br /> develo went on the basis of sewa a flow. The State Draina a Plumbin Code is the <br /> P g g g <br /> basis for the calculation of the number of EDUs for different types of development. <br /> For purposes of setting this rate, one EDU is equal to 16 plumbing fixture units. <br /> Plumbing fixture units are defined in the Plumbing Code for each plumbing fixture <br /> type. <br /> The total cost of the existin s stem within the urban owth boundaries is estimated <br /> j gY ~ <br /> to be $174,074,826 based on 5gures from the "Infrastructure Replacement Values <br /> Report" and the Draft Sanitary Sewer Master Plan prepared by the City's Public <br /> Works Department. Costs related to the portion of the system outside the city were <br /> not included (i.e., River Road/Santa Clara system). The cost of future projects within <br /> the urban growth boundary were taken from the Draft Sanitary Sewer Master Plan. <br /> Future project costs totaled $17,841,080. Assessable costs were estimated +by <br /> calculating the cost of an 8" equivalent system as specified in the City Code. The <br /> non-assessable portion of that cost is estimated to be $58,042,466.
