~ i <br /> 3.0 Off-Street Bicycle Paths , <br /> The off-street bicycle. path component of the transportation charge is based on <br /> maintaining an existing standard of 0.196 miles of path per thousand persons. At a <br /> cost of $120,000 per mile, the off-street bicycle system is determined to be $23.52 per <br /> persons. Converting this to a p.m. peak trip rate, the off-street bicycle path <br /> component is $.17.94 per p.m. peak trip. Figure 4 illustrates the method used to <br /> calculate the off-street bicycle path component of the transportation SDC. <br /> 4.0 dip Generation Rates <br /> The transportation SDC may be calculated using trip generation rates established <br /> according to this paragraph. There are two methods of calculation: the Standard <br /> Calculation or the Alternate Calculation. <br /> 4.1 Applicant's Election <br /> Anytime prior to the issuance of the required permit, a applicant may elect to use the <br /> Alternate Calculation method of determining the trip generation for the type of <br /> development proposed. This election must be by written application to the City <br /> Traffic Engineer, must be accompanied with payment or the agreement to pay the <br /> transportation SDC using the Standard Calculation and must be approved by the City <br /> Traffic Engineer. In the absence of the City Traffic Engineer's approval of the <br /> applicant's election to use an Alternate Calculation, the Standard Calculation shall <br /> be used. All calculations shall be based on the p.m. peak hour traffic on the adjacent <br /> street for a general type of development similar to the proposal and not on the p.m. <br /> peak hour traffic on the development site. <br /> 4.2 Standard Calculation <br /> 4.2.1 Except when the City Traffic Engineer has approved an applicant's <br /> election to use the Alternate Calculation method the City Traffic Engineer <br /> shall assign the trip rate to the proposed development using the classifications <br /> in 4.2.2 below. <br /> 4.2.2 Zlip Generation Rates: <br /> When using Attachment 1, which is hereby incorporated in this Appendix C <br /> by this reference, to determine the trip rate to be assigned to the proposed. <br /> development, the City Traffic Engineer shall apply the description which most <br /> nearly describes the type of development proposed by the applicant.
