z y <br /> Percent of Trips on Arterials and Collectors =The percentage of vehicle trips that <br /> occur on Eugene collectors & arterials. A majority of travel in Eugene occurs on <br /> state highways, county roads, or local streets. Forty-five (45) percent of Eugene <br /> traffic occurs on collector and arterial streets for which the City of Eugene is directly <br /> responsible. State highways and county roads are excluded from this analysis since <br /> the City of Eugene is not responsible. for construction costs associated with those <br /> facilities. Local streets are excluded from the SDC analysis since they are funded <br /> through assessment revenues. The average one-way trip length on arterials and <br /> collectors is thus 0.927 miles. <br /> Capacity =The capacity of a lane at level of service (LOS) "D". Because of the <br /> limitations imposed at intersections, the capacity of a lane at LOS "D" is 675 vehicles <br /> per hour. <br /> Cost =The cost of right-of--way acquisition and construction for one lane mile of <br /> street. From recent Eugene construction projects, the non-assessable cost of <br /> constructing one lane mile of street is set forth in paragraph 1.3 of this Appendix. <br /> This figure includes the cost for construction of streets, intersections, necessary <br /> structures (e.g., bridges), and traffic signals. <br /> Applying the figures to the above formula results in: <br /> Invpaet Pee - (7}3ps s Z ~4. 6 x.45 ,5270,843) - Tries •5371.96 <br /> 1.2 Application <br /> The development charge is based upon traffic generated by each development during <br /> the peak hour times the cost per trip. All development shall pay based upon the <br /> number of p.m. peak hour trips generated. <br /> A basic assumption of the transportation SDC is that development will generate the <br /> need for capital improvements directly related to its size as measured for its classified <br /> use.
