~ t <br /> 2.3 Automatic Adjustment to SDC , <br /> 2.3.1 <br /> Because the SDC and supporting calculations including the credits established <br /> herein are closely related to the cost of construction of the capital <br /> improvements for each of the systems, except as provided in paragraphs 2.3.2 <br /> and 2.3.3 hereof, the SDC and calculations for each system shall be <br /> automatically adjusted on the first day of July of each calendar year unless <br /> otherwise amended as provided herein. Except when the charge or credit is <br /> determined by another provision of the Eugene Code, 1971, the City Engineer <br /> shall make the adjustment based upon the National Construction Cost Index <br /> published by En ineerin~ News Record (ENR) by calculating the percentage . <br /> .increase/decrease in the index for the preceding twelve months and then <br /> applying that percentage to the figures used to calculate the SDC and any <br /> credits. <br /> 2.3.2 <br /> The Regional Facilities Equalization charge established in cooperation with <br /> the MWMC shall be adjusted from time to time under the direction of <br /> MWMC without notice or hearing by the City Manager or manager's designee. <br /> 2.3.3 <br /> The Local Sanitary Sewer System portion of the Sanitary Sewer System charge <br /> for River Road/Santa Clara/Highway 99 areas shall remain at 2.5 cents per <br /> square foot until modified by amendment of these Methodologies. <br /> 2.4 Expending SDCs <br /> Except for 33% of the local sanitary sewer SDC which is a reimbursement fee and <br /> except for the administrative costs, the SDC revenue is a public improvement charge <br /> as defined in EC 7.010 and may only be spent on capacity increasing capital <br /> improvements or debt related to such improvements. <br /> The capital improvements to be constructed using SDC revenue appear in the City's <br /> long range plans. The City's long-range plans reflect the anticipated facility needs <br /> required to support new development. The needs identified in the long-range plans <br /> are generally included in the CIP. However, most capital projects require a mix of <br /> funding sources. Given the limits on certain funding sources and the need to address <br /> existing as well as future needs, the CIP does not necessarily reflect all the facility <br /> needs of new development occurring within the six-year period covered by the CIP. <br /> Therefore, the planned expenditures of SDC revenue includes both the expenditures <br /> detailed in the CIP and the needs identified in the long-range plans. <br /> <br /> February 24, 1993 Methodologies: City of Eugene SDCs Page 9 <br /> <br />
