METHODOLOGIES:
City of Eugene Systems Development Charges
endix
A F
PP
Parks System Charge Detail

'j 1.0 Formula
I
e Parks System Development.Charge (SDC) is determined based on the level of service and the
st for each component listed in Table 7. These components are identified in the 1989 Parks and
ecreation Plan. Induded are neighborhood and community parks, and special facility areas, which

II a compass facilities such as tennis and basketball courts, softball diamonds and soccer fields. A
arks SDC is collected from residential development only. The basis of the charge is equivalent
d elling units (EDUs).
T ble 7 contains the current Eugene planning area standards for neighbofiood and community

i p rks. Standards for special fadlity areas, also shown in Table 7, were developed by dividing the
rrent planning area faality count by the can-ent population to arrive at the current level of service
p r thousand population.
is standard was then multiplied by the per-acre cost for land acquisitioNdevelopment or the per-
uj~it cost of each component to get the cost per 1,000 population. Then the per capita amounts were
d' rived by dividing by 1,000. The per capita component costs were then summed to arrive at a cost
ir~ipact per capita
calculate the cost per equivalent dwelling unit (EDU), the Total Charge per Person is multiplied
b the average number of persons per household, for the city. The population records serve as the

'll b sis for deriving the average number of persons per dwelling unit, used in the Parks SDC analysis.

~I~~I
March 01, 1997 Methodologies: City of Eugene SDCs Page F-1
