1.2 Local Wastewater SDC Formula for the River Road/Santa Clara/Highway 99 Area <br /> This charge is a reimbursement for the City's portion of the cost of the sewer system for the <br /> River Road/Santa Clara/Highway 99 Area identified in Attachment 2. The local wastewater <br /> SDC collected in the River Road/Santa Clara/Highway 99 Area is based on the trunk sewer, <br /> pump station and force main costs in the area net of federal grants and equivalent <br /> assessments and the developable acres in the area. <br /> 1.2.1 ,Local Wastewater SDC Rates For All New and Existing Development <br /> For the local wastewater SDC charge in the River RoadlSanta Clara and Highway 99 <br /> Areas, in lieu of charging on the basis of EDU/plumbing fixture rates, the local <br /> wastewater SDC will be levied equal to the square footage (lot size) of the connecting <br /> property, multiplied by the rate per square foot. <br /> <br /> 2.0 Regional Wastewater System (Regional Facility Equalization Charge) <br /> 2.1 Regional Wastewater SDC Formula <br /> In addition to the local wastewater SDC collected, a Metro Wastewater Management <br /> Commission (MWMC) Facility Equalization Charge (also know as the MWMC SDC or the <br /> Regional Wastewater SDC) will be collected on all new connections to the system. This <br /> charge is a reimbursement SDC meant to recoup the region's investment in reserve sewage <br /> treatment capacity. This charge is imposed on all new connections for all new or existing <br /> development in the Eugene-Springfield area as recommended by the MWMC approved <br /> methodology. This charge shall be adjusted from time to time to account for inflation when <br /> recommended by MWMC without going through the process to amend this Appendix D or the <br /> Methodologies. The regional wastewater SDC is calculated the same way for ail development, <br /> including the River Road/Santa Clara/Highway 99 Area. <br /> The regional wastewater SDC is designed to have new development and those connecting <br /> for the first time in River Road/Santa Clara/Highway 99 Area "buy-in" to the existing local <br /> investment or equity in the treatment plant. Local investment or equity is determined by netting <br /> out current liabilities, grants and outstanding debt~from the present value of MWMC assets. <br /> The total local investment is then divided by the total potential service units to derive a cost <br /> per unit resulting in a base charge. Development is credited for any property tax payments <br /> made in the past toward the MWMC bond debt. Depending on the year that a property was <br /> annexed, the charge is equal to the difference between the base charge and the credit. Figure <br /> 5 graphically depicts the methodology used to calculate the regional wastewater SDC . <br /> For the present value of local equity please refer to Table 5 in this Appendix. <br /> The base regional wastewater SDC per EDU is ca{cu{ated.by dividing the potential number of <br /> equivalent dwelling units (EDUs) that can be served by the regional treatment plant into the <br /> local equity. The regional wastewater SDC per fixture unit (PFU), is derived by dividing the <br /> regional wastewater SDC rate per EDU by 16. To derive the regional wastewater SDC rate <br /> based on historic consumption, divide the regional wastewater SDC rate per EDU by 6. The <br /> regional wastewater SDC rates per EDUs, PFUs, and historic consumption can be found in <br /> Appendix G in the current adopted SDC fee schedule. For more detailed and specific <br /> numerical data on EDU and PFU calculations, see Table 5.
