New development can be charged the costs of providing infrastructure <br /> services for the development at the same level of service as the existing community as a whole. <br /> The detailed calculation for each component of the park SDC and the Cost of Service formula are set <br /> forth in Appendix F. The rate per dwelling unit is determined based on equivalent dwelling units (EDU). <br /> The Parks SDC for a proposed development is determined by multiplying the rate per dwelling unit <br /> (EDU) by the number of dwelling units in the proposed development. The cost per EDU is the sum of <br /> all parks system components identified in Appendix F. There is currently no Parks SDC for non- <br /> residential development. <br /> 7.0 Credits and Impact Reductions <br /> This section provides detail on the City's administration of SDC credits and impact reductions. The <br /> credit and impact reduction given under this section may be applied against both the reimbursement <br /> fee and improvement charge components of the SDC for the type of capital improvement being <br /> constructed. Potential sources, criteria for eligibility, and the basis for calculation of credit and impact <br /> reductions are defined in the SDC Credit Policies and Procedures, in this Methodology, and in Eugene <br /> Code, section 7.730. A list of examples of facilities and programs which are potentially eligible for <br /> credit and impact reduction appears in Table 2 of this section. (Note: As development standards <br /> change some examples may no longer be considered eligible for reduction but may influence future <br /> rates.) <br /> SDC's may be reduced by one or more of the following processes: <br /> (1) Impact Reduction, based on quantifiable mitigation of demand generated by the development for <br /> new Transportation and Stormwater capital improvements; <br /> (2) Credit, based on the specific costs for privately engineered construction of certain public <br /> improvements as part of the development; <br /> (3) Credit based on previous payment or use. <br /> Adjustment of SDC's due to credits and impact reductions will be applied against SDCs in the following <br /> manner only: <br /> D Shall not be given for improvements constructed or programs instituted prior to City approval. <br /> ~ Shall be applied after calculating the development's total SDCs and computing the administrative <br /> charge. <br /> a Shall reduce the SDCs paid on building permits at the time of issuance; credit or impact reduction <br /> amounts applied will not be greater than the SDC fees. <br /> ~ Shall be applied to a particular system (e.g., Transportation, Stormwater, Wastewater, Parks); <br /> credits or reductions approved for a particular system can not be transferred or applied to any <br /> other system charges. <br /> D Shall be applied to the SDCs for the particular development, and may be applied to subsequent <br /> phases of the same development for which the improvement was constructed or program <br /> instituted, and can not be transferred or applied to other properties or developments.. <br /> <br /> March 01, 1997 , Methodologies: City of Eugene SDCs Page 10 <br /> <br />
