~ <br /> a <br /> 1. 2 SDC Charges <br /> The SDC imposed by EC 7.700 through 7.740 shall be computed by totaling the charges for <br /> each system as set forth in these Methodologies. Based on that total, the administrative <br /> charge shall be calculated and added. After determining the total charges plus administrative <br /> charge the credits shall be determined and deducted to arrive at~the SDC to be collected. The <br /> can-ent rates are listed for each system charge, in the,adopted SDC fee schedule located in <br /> Appendix G. <br /> 2.0 Definitions and General.Approach <br /> This section outlines the general approach taken in calculating the City's development charges and <br /> in determining and specifying appropriate expenditures of SDC revenue. For the purppses of this <br /> document, the definitions in the Eugene Code, 1971 shall apply unless expressly provided to the <br /> contrary. Appendix B contains definitions of words and phrases which are used throughout this <br /> report. <br /> 2.1 Definitions <br /> (1) As used in EC 7.725(b) and this definition, a "single family dwelling" means a "Dwelling, <br /> single family detached" as defined in EC 9.015. <br /> (2) Exemption. To simplify the administration of the SDC, no development involving then- <br /> existing improvements on a site will increase usage of or create the need for additional capital <br /> improvements until one of the following occurs: <br /> (a) For property improved with •only a single family dwelling, when: <br /> (I) an additional dwelling unit is created, or <br /> (ii) all or part of any structure on the site is changed to a use not permitted <br /> outright in an RA zone in EC 9.384. <br /> (b) For all property not covered in (a) above: <br /> (I) an additional dwelling unit is created, <br /> (ii) there is an increase in the number of plumbing fixture units on the site, <br /> (iii) 60 sq. ft. of impervious surface is added to the site, <br /> (iv) either 1,000 or more square feet of floor space in a building changes use or <br /> when 50% or more of the gross floor space of the building changes use. <br /> (c) An additional connection to, or an increase in the size of an existing connection to <br /> . the public wastewater or stormwater system is to be made. <br /> 2.2 General Method for City of Eugene SDC Rates <br /> Table 1 provides an overview of the basis of the rate setting methodology; outlining the basic <br /> rates, cost basis, service standards and means of implementation for each system charge. <br /> New development should not be charged for a higher level of service than that can-ently <br /> provided to the community or to which the community has committed future resources. <br /> <br /> March 01, 1997 Methodologies: City of Eugene SDCs Page 2 <br /> <br />
