This Administrative Order amends the SDC Methodology and rates <br /> and includes the following final recommendations: <br /> 1.i The SDC rates are being increased to respond to the increased costs of constructing public facilities <br /> to serve new development. The SDC rates have been modified from the original January, 1997 <br /> proposal, based in part, on public comments received and subsequent staff review (page 5 of Exhibit <br /> B, Additional Findings, SDC Rate Table). <br /> 2. The system cost tables and Appendix G formulas are incorporated into the revised recommended <br /> ~ SDC rates (SDC Methodology, Exhibit A). <br /> 3. ~ The underlying methodology adopted in 1991 is not changing; text is being reformatted for clarity and <br /> ease of future updates (SDC Methodology, Exhibit A). <br /> 4. Future adjustments will be completed pursuant to EC 2.019 and 2.020 and will not be based on the <br /> Engineering News Record publication (page 6, section 2.3, SDC Methodology, Exhibit A). <br /> 5. The threshold for change of use, with respect to Transportation SOC review, will not change from 3,000 <br /> to 1,000 square feet (page 2, 2.1 (2) (d) SDC Methodology, Exhibit A). <br /> 6. Detention facilities.are no longer eligible for stormwater SDC credit (E-4, SDC Methodology, Exhibit A). <br /> 7. As proposed in January, 1997 private facilities constructed to mitigate the developments impact shall <br /> have a sustainable life of 20 years verses the current 10 years, the administrative rate is decreasing <br /> from 7.25 to 5%, the administrative charges collected for any single permit will be capped at $30,000 <br /> (maximum), and two categories of development types were removed from the trip generation rate table <br /> (SDC Methodology, Exhibit A). <br /> Th public comment period opened January 21, 1997 and closed February 20, 1997. Copies of the current <br /> an ,proposed SDC Methodology documents were posted in four locations. Notification about the public <br /> cott~ment period and proposed changes was mailed to approximately 140 persons identified on the <br /> interested parties mailing list. Information was placed in the PIC Bulletin with circulation of approximately <br /> 250 persons. Public information included a legal advertisement, display advertisement, news release, and <br /> public information sessions for public outreach to local stakeholders. A fact sheet was available that <br /> addressed the scope of the changes and the effect on cost of development in Eugene relative to other <br /> Orggon jurisdictions. Implementation was delayed from March 1, 1997 to May 1, 1997 in order to evaluate - <br /> thewntten comments and to discuss issues raised by the original SDC task force members who are now in <br /> support of the changes. Notification of the May 1, 1997 implementation.date was also mailed to the same - <br /> twd mailing lists on April 14, 1997. <br /> <br />
