„ ~ ~
This section outlines the general approach taken in calculating the City's development charges and
in determining and specifying appropriate expenditures of SDC revenue. Far the purposes of this
document, the definitions in the Eugene Code, 1971 shall apply unless expressly provided to the
contrary. Appendix B contains definitions of words and phrases which are used throughout this
report.
2.1 Definitions
(1) As used in EC 7.725(b) and this definition, a "single family dwelling" means a "Dwelling,
single family detached" as defined in EC 9.015.
(2) Exemption. To simplify the administration of the SDC, no development involving then-
existing improvements on a site will increase usage of or create the need for additional capital
improvements until one of the following occurs:
(a) For property improved with only a single family dwelling, when:
(I) an additional dwelling unit is created, or
(ii) all or part of any structure on the site is changed to a use not permitted
outright in an RA zone in EC 9.384.
(b) For all property not covered in (a) above:
(I) an additional dwelling unit is created,
(ii) there is an increase in the number of plumbing fixture units on the site,
(iii) 60 sq. ft. of impervious surface is added to the site,
(iv) +~r ~~~t~A ~r fore square feet
.,<:<;~ .
{sq: fk] of floor space in a bwldmg t~_"~;~~ or ffor~over] w! 50% o
of the gross floor space of the building.:~?w;~it~r~;.
(c) An additional connection to, or an increase in the size of an existing connection to
the public{sanitary-sewer] ~~r~ or fstornrsewerj ~r~rter stem is
to be made.
2.2 General Method for ~ c~au~rrta+~ SDC Rated {Setting}
Table 1 provides an overview of the basis of the rate setting methodology; outlining the basic
rates, cost basis, service standards and means of implementation for each system charge.
New development should not be charged for a higher level of service than that currently
provided to the community or to which the community has committed future resources.
Therefore, additional capacity needs are determined using the City's existing level of service
or the City's funded fplannedj level of service. In a similar manner, new development should
be credited for past and future bond payments on ~~frd~~ure <r~1?~fsd existing debt
(MWMC) and past Trunk Sewer Levies.
The general approach used to calculate the development charge for various systems, is based
on requirements set forth in ORS 223.297:
Proposed Methodologies: City of Eugene SDCs (Effective March 01, 1997) Page 4
