NOTICE OF INTENDED AMENDMENT <br /> OF SYSTEMS DEVELOPMENT CHARGE METHODOLOGY <br /> To: The ayor and City Councilors of the City of Eugene, and other interested persons. <br /> NO ICE IS HEREBY GIVEN that pursuant to the provisions of Sections 2.020, 7.705, <br /> and 7.710 o the Eugene, Code, 1971, the City Manager Pro Tem of the City of Eugene intends <br /> to amend th Systems Development Charge Methodology by: <br /> (1) Increasing the SDC rate structure to respond to the increased costs of <br /> cons ructing public facilities to serve new development; (2) reformatting the SDC <br /> Met odology document to improve its readability and simplify the update process; (3) <br /> revi ing some practices such as elimination of SDC credit for private stormwater detention <br /> facil ties, increasing the length of time that private impact mitigation facilities must remain <br /> in o ration to qualify for SDC credit, reducing the threshold when a change of use will <br /> ~ resu t in collection of transportation SDCs, and placing a cap on the administrative charge <br /> that may be collected; (4) decreasing the percentage rate used to calculate the <br /> adm nistrative charge from 7.25 % to 5 (5) modifying the annual inflation adjustment <br /> proc ss by broadening the source information used to address annual inflation adjustments <br /> to th rates to include local information in addition to the past exclusive use of the national <br /> cons ction cost index; and (6) modifying the method for calculating regional wastewater <br /> SD s to include a new "large volume user" classification in response to a resolution <br /> pass d by the Metropolitan Wastewater Commission, as more particularly set forth in the <br /> Pro osed Systems Development Charge Methodology, March 1, 1997, which shall be <br /> ins ection at the Eu ene Ci Hall, Public Works Building Lobby, Permit <br /> ai able for <br /> av tY <br /> g <br /> P <br /> and nformation Center Lobby, and the Eugene Public Library. <br /> The proposed revisions to the Methodology and the fees are consistent with adopted <br /> policies an ordinances of the City, in conformity with state law, and should be implemented <br /> effective M rch 1, 1997, and any Administrative Orders in conflict therewith repealed. <br /> Per ns desiring to comment hereon may submit written comments to the City Engineer, <br /> Public Wor Department, 858 Pearl Street, Eugene, Oregon, within 30 days from the first date <br /> of publicati nand posting as. indicated hereon, or at a public hearing to be held in the Sloat Room <br /> at the Pe t and Information Center, Atrium Building, 99 West 10th Avenue, Eugene, Oregon <br /> 97401 on J nuary 30, 1997, from 6:30 p.m. to 8:00 p.m.. The City Manager will consider the <br /> comments received and by administrative order adopt the Systems Development Charge <br /> <br /> ' Methodolo y as proposed or as modified in response to comments, after the expiration of the <br /> period for omment. <br /> Th meeting location is wheelchair-accessible.
