This Administrative Order amends the SDC Methodology and rates and includes the following <br /> summary changes: <br /> 1. The basic policy framework defining what our systems are has not changed. The SDC rates are <br /> being increased to respond to the increased costs of constructing public facilities to serve new <br /> development and are increasing beyond our "auto adjustment" (actual % based on LCOG study and _ <br /> analysis, not based on ENR). <br /> 2. The underlying methodology for calculation is not changing; text is being reformatted for clarity and <br /> ease of future updates. <br /> 3. The SDC Methodology is establishing Large Volume User category for the regional wastewater SDC <br /> only (not the local, City charge) in response to the direction from MWMC for annual average discharge, <br /> greater than or equal to 100,000 gallons per day (page 12, and Appendix D: D-7.0-8, D-9). <br /> ' 4. Future inflation adjustments will be based on more than the ENR (section 2.3.1, page 9) and will be <br /> done the month of July (changed from the 1st of July). <br /> 5. The SDC Methodology is changing the threshold for change of use from 3,000 to 1,000 square feet <br /> (page 4, 2.1 (b) (v)). <br /> 6. Detention facilities are no longer eligible for credit (E-5 note at the very top of the page). <br /> 7. Private impact mitigation life increased from 10 year life to twenty year fife (pages 17, 19...intended to <br /> - ' be permanent, minimum functional life of 20). <br /> 8. Administrative rate is decreasing from 7.25 to 5°k. <br /> 9. Administrative charges will be capped at $30,000 (maximum)... to be charged on a single permit (not <br /> per development or site or lot or phase). <br /> 10. Creation of system cost tables for Transportation and Regional wastewater, a RR/Santa ClaraMwy 99 <br /> Area Map (attachment #2), and we have added a new appendix G for formula summary/ current rates. <br /> 11. Section 7.0, formerly credits, has been revised/restructured and divided into credits and impact <br /> reductions to clear up language and confusion. <br /> 12. Section 7.4 includes new SOC credit application language (pages 20-21). <br /> 13. Modification was made to two trip rate table names, and two categories were removed. <br /> The public comment period will open Jan 21,1997 and will close February 20th, 1997. Copies of the <br /> current and proposed SDC Methodology documents will be posted in four locations. Notification about the <br /> proposed changes was mailed to approximately 140 persons identified on the interested parties mailing list. <br /> Information was placed in the PIC Bulletin with circulation of approximately 250 persons. Public information <br /> will include a legal advertisement, display advertisement, news release, and a public information session for <br /> public outreach to local stakeholders. A fad sheet is available that will address the scale of dollar changes <br /> and the effect on cost of development in Eugene relative to other Oregon jurisdictions. <br /> <br />
