~ ,
Attachment #7 of Exhibit A
Administrative Order No. 58-97-07
I Page 2 of 8
system.: These measures - of capacity are average .flow,. peak flow, biochemical oxygen
I demand (BOD}, and suspended solids ($S). The present capacity of the wastewater
faatities are shown in Table 5. Based upon the .regional system analysis, the value of the
riegional system is,allocated to each of these types of capacity, reflected in the percentages
shown. in Table 5. Costs ,per unit.. of each capacity measurement can be determined by
dividing.each measurements allocation of local equity by its capacity..
The improvement f+ee is ba§ed on the: estimated future cost of capacity-increasing. projects
include~f in the MWMC five.<year capital .improvement program at: the time the fee is
calculated, the allocation of that. future cost tothe capacity measurements, and the amount
of each type of capacity being .increased' far each element.: MWMG; intends to maintain: a
twenty year schedule of,capital projects and for individual capacity-increasing. capital projects
to be scheduled to;begir} when one ormore of the individual measuremertts'of capacity ar'e
estimated to reach $5°l0 of their design. Projects wiN move into the MINMGClP as their
scheduled cons#ructian year' eaters the G#P's five, year window.
• ,
• ,
i
2.2" Calculating the MWMC SDC
The MWMC SDC shat! be determined by using; the ,reference...data contained in
Attachment 4 of`this Appendix D which describes flow estimation units (FEU} and
associated flow and strength impacts of various types of development togetherwitt
the`unit cast of flow, BQD, and SS. If information for a particular development-is not
found in Attachment 4,; it shall be formulated using average data of like or similar
development as determined by the City Engineer.. For any development, the MWMC
SDC is determined by the following forrnuia:
1 Multiply the estimated gallons per day of flow per'FEtJ, estimated pounds per day
BOD per FEU, and estimated pounds per day SS per FEU-by their respective unit
Cost;
~ 2. Sum #hese amounts, to dernre a total cost. per FEU fora .specific type. of
development;
~ 3. Multiply the,to#al cost per 1=EU for a development type by the number of FEUs for
a development application.
For more detailed and specific numerical data on FEU calculations, see Table 5. For
formula ilfustrations, see Figure 5 in this Appendix.
r
i
Proposed: July 7, 1997 City of Eugene SDC Methodology Page D-7

1
