Section 3: CONSTRUCTION WITHIN THE PUBLIC WAY <br /> ~ ~.A STAND RD SPECIFICATIONS <br /> the Standard pecifications (City Standards) which are applicable to work within the <br /> ~ublic way are hose published by the American Public Works Association, Oregon <br /> chapter, curre t edition, as modified through published amendments by the City of <br /> Eugene, and/o modified by these special provisions. in addition, placement of facilities <br /> hall conform t applicable design standards for local streets contained in Design Stan- <br /> ar s for Eu e e Streets Sidewalks Bikewa sand Access wa s, current edition. <br /> l~he Standard pecifications and technical provisions contained herein are minimum <br /> andards for ork performed within the public way. Occasionally, the City will require <br /> <br /> i dditional provi ions specific to the individual permit. These special provisions will be <br /> ii, ted on the a proved permit and will then supplement or supersede the Standard <br /> pecifications. <br /> i <br /> ' ~.B TECHNI AL PROVISIONS (PLACEMENT OF FACILITIES) <br /> II construction and maintenance work performed by the permittee shall be done in a <br /> anner design d to leave all areas in which work was performed in a condition as near as <br /> ~ p ssible, if not etter, to that which existed before such work began. A "patched" <br /> <br /> ; a pearance is isually detrimental to the abutting properties, and efforts from both the <br /> p~ermittee and t e City should be made to avoid this wherever possible. <br /> i <br /> Placement of f cilities within the public way shall conform to plans, codes, administrative <br /> rules and the S andard Specifiications adopted by the City. For purposes of convenience <br /> a~d clarificatio ,key provisions are supplemented and/or applied as follows: <br /> 1 While pri ate citizens may be issued a permit to perform work within the public way, <br /> onl iic nced bonded contractors ma erform work which involves the <br /> removal of street or alle avement or which re uires the use of traffic <br /> ~ control evices. <br /> 2 All unde round pipes and conduits in the public way shall be laid a minimum depth <br /> of 30 inc es below street or alley grade and 30 inches below ground level in public <br /> I utility ea ements, unless otherwise approved by the City Manager or designee. EC <br /> 7.302 <br /> i <br /> j i Where u ility placement is within a public way scheduled for construction or recon- <br /> struction, all underground pipes and conduits shall be laid a minimum depth of 30 <br /> ' inches b low the design grade of the new construction if such grade has been <br /> establish d. <br /> Exceptio s to the 30 inch minimum depth requirement may be allowed under <br /> special c rcumstances.
