Section 7.007 of the <br /> unicipal Code charges the City Engineer with the responsibility of protecting the public's <br /> ri hts within the public way for these purposes. That responsibility is discharged in part by <br /> is ntrolling cons ruction and special uses of the public way through the issuance of <br /> ~p rmits. <br /> ,T e primary co cern when exercising this authority is to prevent personal injury, property <br /> d mage and in onvenience to the public resulting from improper construction practices <br /> ~a d right-of-wa uses by contractors, public utilities, public agencies and property owners. <br /> 'T e objective is to accomplish this without discouraging reasonable requests for public <br /> a d private imp ovements and special uses of the public way. <br /> Ir1 this docume t the pertinent section of Eugene Municipal Code (EC) is cited at the end <br /> °of each paragr ph where a Code requirement is referenced, by use of the notation "EC" <br /> fgllowed by the pplicable section number from the Code.
