~ ADMINISTRATIVE ORDER NO. 58-97-10-F of the AIRPORT MANAGER RE SING THE AIRPORT NON-SIGNATORY/SCHEDULED/iJNSCHEDULED AIRLINE GATE/HOLD ROOM FEE AND COUNTER FEES; SIGNATORY AND NON- SIGNAT RY LANDING FEES; AND TERMINAL BUILDING RENTAL RATE; AND REPEAL G ADMINISTRATIVE ORDER NOS. 58-96-19-F AND 58-97-(?,~F. Th Airport Manager of the City of Eugene finds as follows: A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 to 2.442 o the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The City Mana er has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. B. Pursuant to that delegated authority Administrative Order No. 58-96-19-F was issued on Septe er 23, 1996 revising and ratifying the Airport Fee Schedule attached as Exhibit A thereto, a ctive October 3, 1996; the short term and long term parking lot fees set forth in Section 12 of that chedule were subsequently amended by Administrative Order No. 58-97-06-F; and on June 5, 19 7 I issued Administrative Order No. 58-97-10 proposing the revision of the Airport Gate/hold oom fee and counter fee set forth in Section 2 of the Airport Fee Schedule, the landing fees set fo in Section 4, as well as the terminal building rental rates set forth in Section 5 of that ~~,,a~ Schedule, o become effective July 1, 1997, as set forth in the Notice of Intended Fees attached as Exhibit A ereto. C. The Notice was provided to the Mayor and City Councilors, posted at two locations at the Airp rt on June 10, 1997, published in the Register Guard, a newspaper of general circulation within the City on June 10, 1997, and made available for inspection by interested persons at the offices of e Airport Manager, 28855 Lockheed Drive, Eugene, Oregon 97402 during normal business h urs (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). The Notice provided at written comments would be received thereon for a period of 15 days from the first date of posting d publication. No comments were received within the time or in the manner required by the Not ce. D. After investigating the fees charged at other airports, the City's policies on recovery of user fee ,and the revenue needs of the Eugene Airport, I have determined that Sections 2, 4 and 5 of the Airport Fee Schedule should be revised as proposed, effective July 1, 1997, and Administr tive Order Nos. 58-96-19-F and 58-97-06-F repealed.
