` ly _ ~ _ P J. <br /> <br /> r • <br /> I - <br /> ADMINISTRAT VE ORDER -12 <br /> N0.58 97 <br /> of the <br /> ~ City Manager of the City of Eugene <br /> i , <br /> CONCE G NOTICE OF INTENDED FEES FOR ENGINEERING SERVICES <br /> F R PRIVATELY CONSTRUCTED PUBLIC IMPROVEMENTS <br /> D REPEALING ADMINISTRATIVE ORDER N0.58-96-14-F <br /> I The Ci Manager of the City of Eugene finds as follows: <br /> A. ection 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br /> et~rnune and et fees and charges to be imposed by the City for services, goods, use of <br /> u~icipal prop rty, and licenses and permits: In accordance with the procedures set forth <br /> e#ein, and the further authority.of Section 7.130 of the Eugene Code, 1971, on August 1, 1996, <br /> i Manager dopted Administrative Order No. 58-96-14-F establishing fees for engineering <br /> e 'ces for pri ately constructed public improvements. <br /> B. ese engineering services are; provided on request to private parties and other <br /> go ernmental a encies that construct projects that become public improvements upon <br /> co pletion and are charged for on an hourly basis. Hourly rates are established ~.t the start of <br /> eac~ fiscal ye to recover the full cost of engineering services. for each classification of <br /> engineering em loyee. I therefore intend to repeal the currently effective fees set forth in <br /> Administrative rder No. 58-96-14-F and establish fees based on the hourly rates of engineering <br /> em;~loyees for e 1997-98 fiscal year as set forth in the Ncstice of Intended Fees attached as'~ ; <br /> Exhibit A here ,and incorporated herein by reference. <br /> C. a fees set forth in Exhibit A hereto are consistent with applicable policies and <br /> directives of th City Council, comparable to the fees established in other jurisdictions and <br /> pril~ate busines es for providing such services, are based on the hourly rates of engineering <br /> em~loyees, an are necessary in order to comply with the City Council's directive and the <br /> regkurements o Section 7.130 of the Eugene Code; 1971 that the fee charged for these services <br /> recover the Ci 's full costs, including plan review, engineering, inspection and overhead costs.. <br /> On the asis of these findings, I order that: <br /> L opies of the Notice be provided to the Mayor and City Councilors, posted at two <br /> loclations at Ci Hall, and be made available for interested persons at the offices of the City <br /> Mzjnager, 777 earl Street, Eugene, Oregon 97401, during normal business hours (8:00 a.m. to <br /> S:OIO p.m. Mon ay through Friday, exclusive of holidays). <br /> 2. 11 persons desiring to comment thereon shall submit written comments as set <br /> f t <br /> o in he No ice.
