<br /> i <br /> ADMINISTRATIVE ORDER N0.58-97-12-F <br /> of the <br /> City Manager of the City of Eugene <br /> ~'il ESTABLISHING FEES FOR ENGINEERING SERVICES <br /> OR PRIVATELY CONSTRUCTED PUBLIC IMPROVEMENTS <br /> ' D REPEALING ADMINISTRATIVE ORDER N0.58-96-14-F <br /> The ity Manager of the City of Eugene finds as follows: <br /> A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br /> ' determine an set fees and charges to be unposed by the City for services, goods, use of <br /> ' Municipal pr perry, and licenses and permits. <br /> ' ~ B. In accordance with the procedures set forth therein, and the further authority of <br /> Section 7.13 of the Eugene Code, 1971, on June 12, 1997 I notified the Mayor and City Council <br /> t)~at I intende to repeal the currently effective fees for engineering services for privately <br /> cbnstructed p blic improvements as established by Administrative Order No. 58-96-14-F on <br /> August 1, 19 6. The Notice was also posted at two locations at City Hall on June 12, 1997 and <br /> ade avaihab a for inspection by interested persons at the offices of the City Manager, 777 Pearl <br /> treet, Euge ,Oregon 97401 during normal business hours (8:00 a.m. to 5:00 p.m., Monday <br /> t ough Frid y, exclusive of holidays). The Notice provided that written comments would be. <br /> r ceived ther on for a period of 15 days from the date of posting. No comments were received <br /> within the ti a or in the manner required by the Notice. <br /> hereto are consistent with a licable <br /> C. I find that the fees set forth in Exhibit A pp <br /> ~ pplicies and irectives of the City Council, comparable to the fees established in other <br /> jurisdictions d private businesses for providing such services, are based on the hourly rates of <br /> engineering ployees, and are necessary in order to comply with the City Council's directive <br /> alnd the requi ements of Section 7.130 of the Eugene Code, 1971 that the fee charged for these <br /> s~rvices reco er the City's full costs, including plan review, engineering, inspection and <br /> q erhead cos s.. <br /> i <br /> ~ On th basis of these findings, I order that: <br /> 1. The fees set forth in Exhibit A hereto are hereby established as the fees to be <br /> urged for a engineering services for privately constructed public improvements as set forth <br /> t erein, effec ive 12:01 a.m. July 1, 1997. <br /> 2.
