Section 3: CONSTRUCTION WITHIN THE PUBLIC WAY <br /> 3.A STANDARD SPECIFICATIONS <br /> The Standard Specifications (City Standards) which are applicable to work within the public <br /> way are those published by the American Public Works Association, Oregon Chapter, <br /> current edition, as modified through published amendments by the City of Eugene, and/or <br /> modified by these special provisions. In addition, placement of facilities shall conform to <br /> applicable design standards for local streets contained" in Design Standards for Eugene <br /> Streets. Sidewalks. Bikeways and Access ways, current edition. <br /> The Standard Specifications and technical provisions contained herein are minimum <br /> standards for work performed within the public way. Occasionally, the City will require <br /> additional provisions specific to the individual permit. These special provisions will be <br /> listed on the approved permit and will then supplement or supersede the Standard <br /> Specifications. <br /> 3.B TECHNICAL PROVISIONS (PLACEMENT OF FACILITIES) <br /> All construction and maintenance work performed by the permittee shall be done in a <br /> manner designed to leave all areas in which work was performed in a condition as near as <br /> possible, if not better, to that which existed before such work began. A "patched" <br /> appearance is visually detrimental to the abutting properties, and efforts from both the J„ <br /> permittee and the City should be made to avoid this wherever possible. " <br /> Placement of facilities within the public way shall conform to plans, codes, a'd'ministrative <br /> rules and the Standard Specifications adopted by the City. For purposes of convenience <br /> and clarification, key provisions are supplemented and/or applied as follows: <br /> 1. While private citizens may be issued a permit to perform work within the public way, <br /> only licenced. bonded contractors may perform work which involves the <br /> removal of street or alley pavement or which requires the use of traffic control <br /> devices. <br /> 2. All underground pipes and conduits in the public way shall be laid a minimum depth <br /> of 30 inches below street or alley grade and 30 inches below ground level in public <br /> utility easements, unless otherwise approved by the City Manager or designee. EC <br /> 7.302 <br /> Where utility placement is within a public way scheduled for construction or <br /> reconstruction, all underground pipes and conduits shall be laid a minimum depth <br /> of 30 inches below the design grade of the new construction if such grade has been <br /> established. <br /> Exceptions to the 30 inch minimum depth requirement may be allowed under <br /> special circumstances.
