' , ~ <br /> i <br /> Administrative Order No. 58-99-O1 <br /> of the <br /> Traffic Engineer of the City of Eugene, Oregon <br /> j eight limit and lane use restrictions on the bridge on 18th Avenue <br /> approximately 0.44 mile west of Bertelsen Road. <br /> The T affic Engineer of the City of Eugene finds that: <br /> A. The Eugene Code provides that the City Manager or the manager's designee shall <br /> exercise specific traffic duties by administrative action, including: <br /> ? Implementing ordinances, resolutions, and motions of the Council and his or <br /> her own orders by installing traffic control devices; <br /> ? Designating truck routes or streets where trucks are prohibited; <br /> ? Restrict the use of certain streets by any class or kind of vehicle to protect the <br /> streets from damage; <br /> ? Establishing, maintaining, removing or altering all traffic control areas and <br /> traffic control devices including traffic control signals, signs, and pavement <br /> markings, <br /> ? Closing a street to vehicular or pedestrian traffic; and <br /> ? Providing for and regulating access to and from any street; <br /> and <br /> B. The Oregon Department of Transportation has conducted an inspection of the bridge <br /> on 18`'' Avenue approximately 0.44 mile west of Bertelsen Road; and <br /> C. The results of the bridge inspection revealed that the bridge is structurally deficient, <br /> with a Sufficiency Rating of 39.4; and <br /> D. ODOT has recommended the following posting and lane restrictions: <br /> ? use of the bridge should limited to vehicles with a maximum gross weight of <br /> five tons; and <br /> ? traffic should be restricted to a minimum of 1 '/2 feet from the exterior <br /> stringers; and <br /> ? the above recommendations should remain in effect until suggested repairs <br /> and replacements described by ODOT have been completed. <br /> <br /> ~Ir <br /> i <br /> i <br /> <br />
