Administrative Rule R-5.040, Residential Permit Parking Zones <br /> Regulations provides that the designation of or removal of such permit parking <br /> zones would be effected by administrative order of the City's Traffic Engineer. <br /> B. On March 2, 1999, the City received an application signed by over 50g <br /> of the adja ent property owners and tenants for designating a residential permit <br /> parking - 5 hour meter zone for the west side of Lincoln Street's 1000 block. <br /> C. Notice of the City's intent to establish a residential permit parking <br /> zone was gi en to property owners and tenants within the affected area of the <br /> proposed zo e. <br /> D. The proposed zone has been reviewed and is found to be in conformity <br /> w~.th the po icies, regulations and criteria set forth in Rule R-5.040. <br /> NOW, THEREFORE, <br /> Based upon the above findings, and pursuant to the authority contained in <br /> Administrat ve Rule R-5.040, the Traffic Engineer of the City of Eugene orders <br /> that: <br /> 1. The area described is hereby established as a residential permit <br /> parking zon plus a 5-hour meter zone: <br /> The west side of Lincoln Street between W 10th and W 11th Avenues. <br /> 2. The zone shall be designated Zone E and shall allow 5-hour meter <br /> public park ng between 7:00 a.m. and 6:00 p.m., Monday through Saturday, except <br /> legal slid ys and except Zone E permitted vehicles. <br /> 3. Persons residing in or owning residential property within the zone <br /> designated erein may apply for a Zone E permit entitling the holder thereof to <br /> preferentia long-term parking at Zone E signed parking areas within the <br /> designated one. <br /> 4.
