i <br /> 0 Regio~al Metropolitan Wastewater Management Commission Wastewater <br /> Systeth~ Development Charge (Regional Wastewater Charge) <br /> 2.1 IWMC Wastewater SDC Formula <br /> In add' ion to the local wastewater SDC collected, a Metropolitan Wastewater Management <br /> Com fission (MWMC) Systems Development Charge (also known as the Regional <br /> Waste~nrater SDC) will be collected on all new connections to the system. This charge is a <br /> combined reimbursement and improvement SDC. The Charge is meant to recoup the <br /> region"s investment in reserve sewage treatment capacity and recover an equitable share of <br /> the capital necessary to increase capacity for new development. This charge is imposed on <br /> all ne connections by ail new or existing development in the Eugene-Springfield area, and <br /> for ex ansion or changes in use of existing development that increase impact on the MWMC <br /> faciliti I s. When recommended by MWMC, the City will adopt amendments to this <br /> metho ology pursuant to EC 2.019 and 2.020. <br /> i <br /> The reimbursement fee is based on the current value of the regional wastewater facilities <br /> in plate on the date the rate is established. Outstanding debt and any state and federal <br /> i grants are subtracted from this amount to determine the local equity. An analysis of the <br /> regional wastewater facilities reveals that there are several individual measures of capacity <br /> which impact cost and together determine the overall capacity of the regional wastewater <br /> syste These measures of capacity are average flow, peak flow, biochemical oxygen <br /> dema d (BOD), and suspended solids (SS). The present capacity of the wastewater facilities <br /> are sh wn in Table 5. Based upon the regional system analysis, the value of the regional <br /> systenh is allocated to each of these types of capacity, reflected in the percentages shown <br /> in Table 5. Costs per unit of each capacity measurement can be determined by dividing each <br /> measc'~rements allocation of local equity by its capacity. <br /> The i~provement fee is based on the estimated future cost of capacity-increasing projects <br /> includ d in the MWMC five year capital improvement program at the time the fee is <br /> calcu~ted, the allocation of that future cost to the capacity measurements, and the amount <br /> of ea h type of capacity being increased for each element. MWMC intends to maintain a <br /> twenty year schedule of capital projects and for individual capacity-increasing capital projects <br /> to be scheduled to begin when one or more of the individual measurements of capacity are <br /> estimated to reach 85% of their design. Projects will move into the MWMC CIP as their <br /> scheduled construction year enters the CIP's five year window. <br /> 2.2 Caljculating the MWMC wastewater SDC <br /> The M1MMC wastewater SDC shall be determined by using the reference data contained in <br /> Attachment 4 of this Appendix C which describes flow estimation units (FEU) and associated <br /> flow and strength impacts of various types of development together with the unit cost of flow, <br /> BOD, an SS. If information for a particular development is not found in Attachment 4, it shall <br /> be form lated using average data of like or similar development as determined by the City <br /> Enginee . For any development, the MWMC wastewater SDC is determined by the following <br /> formula:'.. <br /> 1. Multiply the estimated gallons per day of flow per FEU, estimated pounds per day BOD per <br /> FEIU, and estimated pounds per day SS per FEU by their respective unit cost; <br /> 2. Sum these amounts, to derive a total cost per FEU for a specific type of development; <br /> 3.
