Thy transportation SDC for a proposed development is determined by multiplying the units which <br /> describe the impact by the trip rate to determine the number of trips assigned to the proposed <br /> development using the Transportation Trip Rates attachment in Appendix'B and the cost per trip in <br /> the current adopted SDC fee schedule in Appendix F. <br /> 4.0 Local (City) and Regional Metropolitan Wastewater Management Commission (MWMC) <br /> Regional Wastewater Systems <br /> Cailection of the wastewater SDC includes both a local (City) and regional (MWMC) system charge. <br /> 4.1 Local Wastewater System <br /> The local wastewater SDC is based upon estimated wastewater flow discharge (impact on <br /> and/or use of system capacity) from various development types. A unit cost of capacity in terms <br /> of cost per gallon per day is established and used to determine SDC rates. For residential <br /> development the rate is based on number of dwelling units and area of living space. For non- <br /> ( residential development the rate is based on number of PFUs and the proposed development <br /> type. ThE: detailed analysis, methods for calculating, and the Cost of Service formula for the <br /> local wastewater system can be found in Appendix C. The local wastewater SDC rates can be <br /> found in the current adopted fee schedule in Appendix F. <br /> The local wastewater SDC for a proposed development is determined by: <br /> z- Number of Residential Dwelling Units (RDU) and area of living space for single-family, <br /> duplex, multiple-family, and other residential development <br /> a Plumbing Fixture Units (PFU) and proposed development type for other than <br /> residential dwelling units (e.g., Commercial, Industrial) <br /> 4.2 Re Tonal Metro olitan Wastewater Mana ement Commission MWMC <br /> g p 9 ( ) <br /> Wastewater System <br /> The City of Eugene entered into an Intergovernmental Agreement with the City of Springfield <br /> and Lane County in 1978 which established the Metropolitan Wastewater Management <br /> Commission. On May 15, 1997, the Commission adopted the MWMC wastewater Systems <br /> Development Charge which includes a regional administrative charge. In accordance with the <br /> agreement, the City of Eugene must adopt rates and charges not less than those required by <br /> the Commission. <br /> The MWMC wastewater SDC formula is based on the allocation of costs of existing or <br /> planned capacity to Average Flow, Peak Flow, Biochemical Oxygen Demand (BOD) and <br /> Suspended Solids (SS) components of the regional facilities. These cost allocations are used <br /> to derive a cost per Flow Estimation Unit {FEU), for each type of land use. The regional <br /> wastewater SDC is determined by multiplying the applicable FEU rate per unit of measure for <br /> a specific land use type, by the units of measure for the proposed development. The regional <br /> wastewater system Cost of Service formula per unit of development can be found in Appendix <br /> C. The regional (MWMC) wastewater SDC rates can be found in the current adopted fee <br /> schedule in Appendix F. <br /> The MWMC wastewater SDC Methodology provides tha# a review of the Capital Improvement <br /> Plan (CIP) will be initiated at such time as any single development with an anticipated <br /> discharge of 100,000 gallons per day or more applies for a building permit or for connection <br /> to the system. The purpose of this review is to determine if the demand placed on the <br /> <br /> ~ ~ regional system by that new user will require a change in the timing of future capital projects <br /> that will impact the amount of the regional wastewater SDC.
