i <br /> i <br /> i <br /> <br /> - ~ ' ADMINISTRATIVE ORDER NO. 58-99-18 <br /> of the <br /> AIItPORT MANAGER <br /> CONCERNING NOTICE OF PROPOSED REVISION OF THE AIItPORT <br /> FEE SCHEDULE BY AMENDING THE NON-SIGNATORY/SCHEDULED/ <br /> _ UNSCHEDULED AIRLINE RATES AND ADDING A NEW SECTION <br /> AUTHORIZING THE TEMPORARY WAIVER OF FEES. <br /> The Airport Manager of the City of Eugene finds as follows: <br /> A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br /> to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br /> ' City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br /> i <br /> B. Pursuant to that delegated authority Administrative Order No. 58-98-13-F was issued <br /> or1 October 22, 1998 revising and ratifying the Airport Fee Schedule attached as Exhibit A thereto. <br /> The airline non-signatory/scheduled/unscheduled airline rates are set forth in Sections 2, 4, and 5 of <br /> that Fee Schedule. <br /> i <br /> ~ __l C. After investigating the fees charged at other airports, the City's policies on recovery <br /> of user fees, and the revenue needs of the Eugene Airport, I have determined that Sections 2, 4, and <br /> 5 of the Airport Fee Schedule should be amended to revise those rates and add a new security fee rate <br /> as set forth in the Notice of Intended Amendment of the Airport Fee Schedule attached as Exhibit <br /> A hereto. I further propose to add a new Section 12 to the Fee Schedule that provides for the <br /> temporary waiver of all or a portion of the fees for a limited promotional period to airlines offering <br /> a new type or new level of service to the Airport. <br /> On the basis of these findings, I order that: <br /> i <br /> I' <br /> i 1. Copies of the Notice be provided to the Mayor and City Councilors, persons who have <br /> requested notice, persons currently paying such charges, posted at two locations at the Airport, <br /> publi~ied in the Register Guard, a newspaper of general circulation within the City and be made <br /> I available for interested persons at the offices of the Airport Manager, 28855 Lockheed Drive, <br /> Eugene, Oregon 97402 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through <br /> F[~iday, exclusive of holidays). <br /> ~ 2. All persons desiring to comment thereon shall submit written comments as set forth <br /> j itt the Notice.
