They are presently collected on all new development in the City and are used <br /> to fund that portion of the construction of infrastructure--i.e., transportation, wastewater, <br /> stormw ter and parks system components---required to support new development. These <br /> SDCs elp the City provide for increased capacity needs, and recoup a portion of the <br /> commu ity's investment in specific infrastructure reserve capacity that is already in place. <br /> Sound tanning requires future demands on each system be anticipated, and that reserve <br /> ~a$aci needed to serve future users be built in. By preparing for this growth, standards for <br /> commu ity infrastructure are maintained and the community can prosper with new develop- <br /> ment. <br /> The Me ropolitan Area General Plan and amendments, provide a basis for planning of growth <br /> and dev lopment andincludes the following goals and policies related to the financing of new <br /> develop ent: <br /> G nerally reduce public subsidy for utilities and facilities in new development <br /> , p. III-G-5). <br /> In general, the amount of public subsidy for public utilities, services and facilities, <br /> in luding schools in new development, shall be reduced. (#1, p.
