(I
. .
I 1.3.5 Arterial and Collector Street Li htin
~ g 9
i
~ The arterial and collector street lighting component is also based on a per lane mile
i level of service. The arterial and collector street lighting component is calculated from
the ratio of arterial and collector street lights to arterial and collector lane miles, which
yields a level of service of street lighting per lane mile (standard). The cost to construct
~ ~ a street fight is multiplied by the standard and added to the total cost per lane mile for
the Transportation SDC. The impact formula for new development on the street lighting
~ network is:
~ (Miles per trip)
:~d.
gen e;
~np En
erage ak VehlCie M,les` Street'
Typical a{~~th of rcent onEugene ~s Lighting
= Trips x U
et
rs x ~ ~.~Metro :`Trips ~ s, ~ ~Arfe~iall Collect~r"~ - X Cost
Generated p ~ ~ Streets
~ er Unit Development ~ ~.5,~ Li ht
p Street Lighting Capacity per Lane Mile
A
i
i
1.3.6 Summary of Costs
To summarize, the Iota! cost for arterial and collector streets, the total cost per lane
mile, includes the cost for street lighting plus the combined cost per lane mile of linear
section streets, intersections, traffic signals, bridges and other structures. Refer to
Table 3 for specific data on the transportation costs.
2.0 Off-Street Bicycle Paths
The off-street bicycle path component of the transportation charge is based on maintaining an
existing standard number of miles of path per thousand persons. The cost per mile of off-street
bicycle path is added to the cost per mile for off-street bicycle path lighting and the total is divided by
~ the population to derive a per person cost. To convert this to a p.m. peak trip rate, the cost per
person is divided by the trips per person, to yield the cost per trip. Figure 3 illustrates :the method
used to ~alculate the off-street bicycle path component of the transportation SDC.
3.0 Trip Generation Rates
The transportation SDC may be calculated using trip generation rates established according to this
paragraph. There are two methods of calculation: the Standard Calculation or the Alternate
Calculation.
3 .1 Standard Calculation
3.1.1 Assigned Trip Rate
Except when the City Traffic Engineer has approved an applicant's election to use the
Alternate Calculation method the City Traffic Engineer shall assign the trip rate to the
~ ~ proposed development using the classifications in 3.1.2 below.
I

~r
I
City of Eugene SDC Methodology Transportation, Page'uB-7
