~ f <br /> - ADMINISTRATIVE ORDER N0.58-99-28 <br /> <br /> "f of the <br /> Executive Director of the Public Works Department <br /> ORDERING THE RESTRICTION OF MOTOR VEHICLE <br /> ACCESS TO SKINNER BUTTE PARK BETWEEN 5:00 P.M. <br /> ON DECEMBER 31, 1999 AND 8:00 A.M. OF JANUARY 1, <br /> 2000. <br /> The E ecutive Director of the Public Works Department of the City of Eugene finds <br /> that: <br /> A. Section 1.003(2) of the Park Rules, as amended by Administrative Order No. 58-98- <br /> ' 16-F on Octo er 20, 1998 authorizes the temporary restriction of vehicular access to City parks <br /> during hours he parks are normally open upon finding that such restriction is necessary for the <br /> preservation f theyhealth, welfare and safety of residents of the City. <br /> B. At the present time, the gate to the upper portion of Skinner Butte Loop is required <br /> I to be closed t 11:00 p.m. and reopened at 6:00 a.m. On many occasions there have been large <br /> congregation of persons in the upper parking lot and the City has been unable to effect their <br /> removal and ecure the gate by 11:00 p.m. <br /> C. Every New Year's Eve creates added demands on Police Department services, and <br /> it is anticipat d that there will be a significant increase this New Year's Eve. Closing the gate to <br /> vehicular ac ss at 5:00 p.m. on December 31, 1999 instead of 11:00 p.m. will avoid potential <br /> exposure of e communications system to damage, enable the Police Department to maintain <br /> flexibility in taffing, and eliminate the need to deploy Police personnel to close the gate at a time <br /> when their se ices are likely to be needed in other areas of the City. <br /> i <br /> D. I find the early closure to be in the public interest, and necessary in order to preserve <br /> the health, w lfare and safety of the citizens of the City of Eugene. <br /> Now, herefore, based on the above findings, which are hereby adopted, <br /> R <br /> I her by Order that: <br /> I <br /> 1. The gate on the upper Skinner Butte Loop Road (located near the intersection of <br /> ~ ! Skinner Butt Loop and Third Avenue) be closed, restricting vehicular access, other than police <br /> vehicles or a thorized City employees, between the hours of 5:00 p.m. on December 3 1, 1999 and <br /> g <br /> 8:00 a.m. on anuary 1, 2000. <br /> ~I <br /> i 2.
