2.3.1 Maximum Administrative Charge <br /> I' <br /> An administrative charge calculated shall not exceed a maximum amount of <br /> ~I <br /> $30,000.00 for a single permit issued. If multiple permits are issued for different <br /> phases of the same development, the maximum administrative charge shall be <br /> applied to each permit independently. <br /> ~ 2.4 Adjustment to the SDC Methodology and Fees <br /> Exce when the SDC fees or credits are determined by another provision of the <br /> Euge a Code, 1971, the City Manager, shall amend the SDC Methodology and shall <br /> set or djust SDC fees and credits pursuant to Eugene Code, 1971 sections 2.019 and <br /> 2.020. <br /> 2.5 Expending City of Eugene SDCs <br /> Exce t for 84% of the local wastewater SDC which is a reimbursement fee and except <br /> forth administrative costs, the City of Eugene's SDC revenue is a public improvement <br /> charg as defined in Eugene Code, 1971 section 7.010 and may be spent only on <br /> capa ity increasing capital improvements or debt related to such improvements. <br /> a~ <br /> The c pital improvements to be constructed using SDC revenue appear in the City`s <br /> ~ long nge plans. The City's long-range plans reflect the anticipated facility needs <br /> requi d to support new development. The needs identified in the long-range plans are <br /> gene ally included in the Capital Improvement Plan (CIP). However, most capital <br /> proje is require a mix of funding sources. Given the limits on certain funding sources <br /> and t e need to address existing as well as future needs, the CIP does not necessarily <br /> refle all the facility needs of new development occurring within the six-year period <br /> ' cove d by the CIP. Therefore, the planned expenditures of SDC revenue includes both <br /> the a penditures detailed in the CIP and the needs identified in the long-range plans. <br /> 3.0 Tran portation System Charges <br /> ~ The Transp rtation Systems Development Charge (SDC) is made up of several components. <br /> The costs of these components include the total cost of design, construction, right-of-way <br /> acquisition, urchasing, testing, and project administration. The components included in this <br /> analysis are <br /> • Coll ctor and arterial streets <br /> D Linear section construction costs <br /> a Intersection construction costs <br /> ~ ~ Traffic signal costs <br /> ~ Bridges and other structure construction costs <br /> ~ Collector and arterial street lighting construction costs <br /> • Off- treet bicycle paths <br /> D Bicycle path construction costs <br /> ~ Bicycle path lighting construction costs <br /> I <br /> ~ The cost im acts of new development on these components are allocated on the basis of p.m. <br /> <br /> j ' peak hour t affic on adjacent streets using either the trips specified in the Standard Calculation <br /> or based u on an Alternate Calculation as set forth in Appendix B. <br /> The detaile Cost of Service formula for each component of the transportation system is set <br /> City of Eu ene SDC Methodology Page 8 <br /> <br />
