ADMINISTRATIVE ORDER N0.58-00-14-F <br /> of the <br /> City Manager of the City of Eugene <br /> AMENDING PORTIONS OF THE SYSTEMS DEVELOPMENT <br /> _ CH RGE (SDC) METHODOLOGY ADOPTED BY ADMINISTRATIVE <br /> ORDER N0.58-99-22-F. <br /> i <br /> The ity Manager of the City of Eugene finds as follows: <br /> A. Sections 2.020 and 7.705 of the Eugene Code, 1971 authorize the City Manager of <br /> the City of gene to determine and set fees and charges to be imposed by the City for services, <br /> ~ goods, use o municipal property, and licenses and permits, and specifically systems development <br /> charges. Se tion 7.710 of the Eugene Code, 1971 further authorizes the City Manager to adopt <br /> i and/or ame , by administrative order, the methodologies used for establishing the systems <br /> developmen charges, and provides this may be effected concurrent with the establishment or <br /> revision of a systems development charge. <br /> I <br /> t <br /> B. In accordance with the procedures set forth therein, on June 15, 2000, I notified the <br /> ~ Mayor and ity Councilors that I intended to amend the City of Eugene SDC Methodology <br /> ~ previously a opted and/or amended by Administrative Order No. 58-99-22-F by revising the local <br /> systems de elopment charge fees with a 3.1 % fee increase, clarifying how multiple use <br /> <br /> ~r classificatio within one development are currently identified for the purposes of both SDC charges <br /> and credits, and adopting revised regional Metropolitan Wastewater Management Commission <br /> (MWMC) c dit rates as calculated by the MWMC. <br /> C. The Notice was also posted on June 16, 2000 in four public locations within the City <br /> and publish d on June 18, 2000, in the Register Guard, a newspaper of general circulation within <br /> the City. In addition, copies of the Proposed Amendments to the Systems Development Charge <br /> I Methodolo were made available for inspection by interested persons at the City Manager's Office, <br /> 777 Pearl S eet, Room 105, the Human Resource and Risk Services Office, 777 Pearl Street, Room <br /> 101, the Pu lic Works Building Lobby, 858 Pearl Street, and the Eugene Public Library, 100 West <br /> 13`h Avenu ,during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, <br /> exclusive of olidays). The Notice provided that written comments could be submitted thereon for <br /> a period of 3 days, through July 17, 2000. No written comments were received. However, during <br /> the commen period staff identified some corrections to typographical errors, a rounding error with <br /> respect to th fee for Duplex under the stormwater section resulting in the correct amount being three <br /> cents more an that in the Notice, and other minor cosmetic changes needed to improve clarity and <br /> readability, 11 of which have been incorporated in the attached Exhibit A. <br /> ~ Administra ive Order - 1 <br /> <br />
