Under the provisions of Sections 2.019 and 5.040 of the Eugene Code,1971, the City <br /> Manager has uthority to adopt rules necessary for enforcement of provisions of the Eugene Code, <br /> 1971, includ' g regulating the use of City parkland. <br /> <br /> I B. In accordance with the procedures set forth above, on August 10, 1995, <br /> Administrati e Order No. 58-95-09-F was adopted which established policies and procedures <br /> regulating ve icle parking off improved surfaces in parks. Those procedures should be amended to <br /> allow the Ci Manager to negotiate a different percentage of net revenue to be paid to the City by <br /> the promoter of events for parking fees under Section 3.6 of the policies and procedures; and to <br /> increase the onthly limit of events requiring parking off improved surfaces of parklands to no more <br /> <br /> ` than four eve is under Section 4 of the policies and procedures. <br /> Now, herefore, based upon the above findings, I hereby propose to amend Section 3.6 and <br /> Section 4 of e Policy and Procedures Regulating Vehicle Parking OffImproved Surfaces in Parks <br /> established b Administrative Order No. 58-95-09-F as follows: <br /> <br /> i <br /> PROPOSED POLICY AND PROCEDURES REGULATING <br /> VEHICLE PARKING OFF IMPROVED SURFACES IN <br /> PARKS <br /> 3. Permit. Upon review of the application, the Public Works Department may issue a <br /> permit to the romoter providing: <br /> <br /> r <br /> 3.6 The promoter agrees to charge a reasonable parking fee of not less than $3.00 <br /> and n t more $20.00 per day, for all event parking, including the parking spaces in the areas <br /> off i roved surfaces, and to pay 75% of the net revenue generated therefrom to the City <br /> unles the City Manager has negotiated a different percentage of net revenue to be paid to <br /> the Ci by the promoter. <br /> 4.
