Under the provisions of Sections 2.019 and 5.040 of the Eugene Code,1971, the City <br /> ! Manager has authority to adopt rules necessary for enforcement of provisions of the Eugene Code, <br /> k <br /> 1971, includ ng regulating the use of City parkland. <br /> i <br /> E <br /> B. In accordance with the procedures set forth above, on February 7, 2001, the City <br /> Manager iss ed Administrative Order No. 58-01-03, proposing to amend the policies and procedures <br /> j regulating v 'cle pazking off improved surfaces in pazks previously established by Administrative <br /> ~ Order No. 5 -95-09-F. The amendments would allow the City Manager to negotiate a different <br /> percentage net revenue to be paid to the City by the promoter of events for pazking fees under <br /> Section 3.6 f the policies and procedures, and would increase the monthly limit on the number of <br /> events requi 'ng pazking off improved surfaces of parklands to no more than four events under <br /> Section 4 of a policies and procedures. <br /> I <br /> F <br /> i C. Notice of the proposed amendment was given by making copies available to any <br /> person who requested such notice and by publication in the Register-Guazd, a newspaper of <br /> general circ ation within the City, for five consecutive days, to wit: February 13, 14, 15, 16 and 17, <br /> ~ 2001. <br /> f <br /> D. The Notice provided that written comments would be received for a period of 15 days <br /> of the date f the first publication. Five comments were received to which I make the following <br /> specific find gs: <br /> r <br /> Comment 1: The Friends of Rasor Park oppose allowing more frequent pazking off <br /> I impr ved surfaces due to concerns about soil compaction and damage to vegetation and <br /> subs quent impacts to water quality and fish populations. <br /> r <br /> 'ndin s: The intent of the policy to allow vehicle parking off improved surfaces <br /> j in p ks is to minimize the construction of paved parking areas that are necessary only for <br /> limit d duration special events.
