;h ~ _
ADMINISTRATIVE ORDER N0.58-01-1~
of the
City Manager of the City of Eugene
CONCERNING NOTICE OF INTENDED INCREASE
IN MWMC WASTEWATER USER FEES
The City Manager of the City of Eugene finds as follows:
i A. Section 6.411 (formerly Section 7.020) of the Eugene, Code,1971 authorizes the City
~ Manager to determine and set fees and charges to be imposed by the City for wastewater service,

j regional w tewater service, and stormwater service. In accordance with the procedures set forth
therein, on ovember 10, 1999, Administrative Order No. 58-99-20-F was adopted establishing
amended WMC Septage User Fees effective on bills issued after November 1, 1999.
B. Pursuant to Subsection 6.411(1) of the Eugene Code, 1971, I have investigated the
City's curr nt revenue needs and cost of operation of the City's wastewater service system and
reviewed th recommendation ofthe Metropolitan Wastewater Management Commission (MWMC)
staff. I pro ose to increase the user fees for wastewater service, and regional wastewater treatment
service as s t forth in Exhibit A attached hereto. The proposed increases aze necessary in order to
comply wi the Council's directive that the costs of providing such services be recovered from the
beneficiari s of the services, and other applicable policies and directives of the City Council; aze
consistent 'th applicable federal and state regulations and the recommendations of MWMC;
compazabl to the amounts chazged by the City of Springfield and other such service providers;
preserve th equity between different classes of ratepayers; and aze based on the proposed budgets
of the City and MWMC. The MWMC has not yet acted on the staff recommendation, and the
MWMC p ion of the fees proposed herein my be adjusted by the Commission or in response to
public co ents hereon.
C. Based on that investigation and recommendation, Iintend to revise the wastewater
user fees f r MWMC wastewater service as set forth in the Notice of Intended Fees attached as
Exhibit A ereto and incorporated herein by reference. The increases should be implemented and
effective fo all bills issued on or after July, 1, 2001, except for septage hauler fees which will be
effective fo all septage hauler charges incurred after July 1, 2001, and Administrative Order No. 58-
99-20-F sh uld be repealed.
On a basis of these findings, I order that:
1. Copies of the Notice be provided to the Mayor and City Councilors, the news media,
any person who has requested notice, to interested governmental agencies (including the United
States Envi onmental Protection Agency, the Department of Environmental Quality, MWMC, and
the Eugene ater & Electric Boazd), posted at two locations at City Hall, published on two sepazate
i
Administra ive Order - 1
C:\WINDOWS\ EMPWdmin Order 58-O1-ll.wpd
