~ ADMINISTRATIVE ORDER NO. 58-01-12-F O O <br /> of the <br /> AIRPORT MANAGER <br /> RE ISION OF THE AIRPORT FEE SCHEDULE BY AMENDING THE <br /> NO -SIGNATORY/SCHEDULED/UNSCHEDULED AIRLINE FEES, <br /> LA DING FEES, TERMINAL BUILDING RENTAL RATES, SIGNATORY <br /> JE BRIDGE RENTAL RATE, AND PASSENGER FACILITY CHARGE; <br /> RA IFYING THE UNAMENDED FEES, AND REPEALING <br /> AD INISTRATIVE ORDER N0.58-00-25-F. <br /> The Airport Manager of the City of Eugene finds as follows: <br /> A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br /> to 2.442 of he Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br /> City Manag r has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br /> B. Pursuant to that delegated authority, Administrative OrderNo. 58-00-25-F was issued <br /> on Novem er 20, 2000, revising and ratifying the Airport Fee Schedule attached as Exhibit A <br /> thereto. On June 13, 2001, I issued Administrative Order No. 58-01-12, proposing the revision of <br /> the Airport on-signatory/scheduled/unscheduledarrline fees, landing fees, terminal building rental <br /> rates, signa ry jet bridge rental rate and passenger facility charge, which are set forth in Sections <br /> 2, 4, 5, 6 d 8 of that schedule, as set forth in the Notice of Intended Airport Fee Schedule <br /> Revisions a tached as Exhibit A thereto. <br /> C. The Notice was provided to the Mayor and City Councilors, posted at two locations <br /> at the Airpo and published in the Register-Guard, a newspaper of general circulation within the <br /> City, on Jun 22, 2001, and made available for inspection by interested person at the offices of the <br /> Airport M ager, 28855 Lockheed Drive, Eugene, Oregon, 97402, during normal business hours <br /> (8:00 a.m. t 5:00 p.m., Monday through Friday, exclusive of holidays). <br /> D. The Notice provided that written comments would be received thereon for a period <br /> of 15 days m the first date of posting and publication. No written comments were received within <br /> the time or i the manner required in the notice. <br /> E. Based on the above findings, and the findings in Administrative Order No. 58-01-12, <br /> I find that, er investigating the fees charged at other airports, the City's policies on recovery of <br /> actual costs f providing services, and the revenue needs of the Eugene Airport, Sections 2, 4, 5, 6 <br /> and 8 of the irport Fee Schedule should be amended to reduce some of the rates and increase others <br /> as proposed These revisions are based on the actual costs incurred by the City and reflect the <br /> elimination f some one-time expenses previously incurred and increased personnel costs, and have <br /> Administrat ve Order - 1 <br /> <br /> ~j C:\WINDOWS\T MP101apfee2ao.wpd <br /> <br />
