n <br /> ADMINISTRATIVE ORDER NO. 58-01-17 ~ j a <br /> of the <br /> City Manager of the City of Eugene <br /> C NCERNING NOTICE OF INTENDED AMENDMENT OF FEES FOR <br /> EN INEERING SERVICES FOR PRIVATELY CONSTRUCTED PUBLIC <br /> IMPRO EMENTS AND REPEAL OF ADMINISTRATIVE ORDER NO. 58-00-19-F. <br /> Th City Manager of the City of Eugene finds as follows: <br /> A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to determine <br /> and set fees and charges to be imposed by the City for services, goods, use of municipal property, <br /> and license and permits. In accordance with the procedures set forth therein, and the further <br /> authority o Section 7.130 of the Eugene Code, 1971, Administrative Order No. 58-00-19-F was <br /> adopted on ugust 31, 2000 establishing fees for engineering services for privately constructed <br /> public impr vements. <br /> B. These engineering services are provided on request to private parties and other <br /> government 1 agencies that construct projects that become public improvements upon completion <br /> and are char ed for on an hourly basis. Hourly rates are established at the start of each fiscal year <br /> to recover t full cost of engineering services for each classification of engineering employee. In <br /> addition, the titles of some of the classifications have changed or the classifications no longer exist, <br /> and I therefo e intend to repeal the currently effective fees set forth in Administrative Order No. 58- <br /> 00-19-F and establish fees based on the hourly rates of engineering employees for the 2001-2002 <br /> fiscal year a set forth in the Notice of Intended Fees attached as Exhibit A hereto and incorporated <br /> herein by re rence. <br /> C. The fees set forth in Exhibit A hereto are consistent with applicable policies and <br /> directives of he City Council, comparable to the fees established in other jurisdictions and private <br /> businesses f providing such services, are based on the hourly rates of engineering employees, and <br /> are necessa in order to comply with the City Council's directive and the requirements of Section <br /> 7.130 of the ugene Code, 1971 that the fee charged for these services recover the City's full costs, <br /> including pla review, engineering, inspection and overhead costs.. <br /> On th basis of these findings, I order that: <br /> 1. Copies of the Notice be provided to the Mayor and City Councilors, posted at two <br /> locations at ity Hall, and be made available for interested persons at the offices of the City <br /> Manager, 77 Pearl Street, Eugene, Oregon 97401, during normal business hours (8:00 a.m. to 5:00 <br /> <br /> p.m. Monday through Friday, exclusive of holidays). <br /> 2. All persons desiring to comment thereon shall submit written comments as set forth <br /> in the Notice.
