<br /> y <br /> ADMINISTRATIVE ORDER N0.58-01-17-F <br /> of the <br /> City Manager of the City of Eugene ( j O <br /> AME DING FEES FOR ENGINEERING SERVICES FOR PRIVATELY <br /> CON TRUCTED PUBLIC IMPROVEMENTS; RATIFYING THE <br /> UN ENDED FEES AND REPEALING ADMINISTRATIVE ORDER NO. <br /> 58-00 19-F. <br /> The ity Manager of the City of Eugene finds as follows: <br /> A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to determine <br /> and set fees d charges to be imposed by the City for services, goods, use of municipal property, <br /> and licenses d permits. <br /> B. In accordance with the procedures set forth therein, and the further authority of <br /> Section 7.13 of the Eugene Code, 1971, on July 11, 2001, I notified the Mayor and City Council <br /> that I intende to amend the currently effective fees for engineering services for privately constructed <br /> public impro ements establishedby Administrative OrderNo. 58-00-19-F by establishing fees based <br /> on the hourl rates of engineering employees for the 2001-2002 fiscal year, and by amending the <br /> titles of som of the classifications which have changed or no longer exist. <br /> C. The Notice was also posted at two locations at City Hall on July 12, 2001, and made <br /> available for nspection by interested persons at the offices of the City Manager, 777 Pearl Street, <br /> Eugene, Ore on 97401, during normal business hours (8:00 a.m. to 5:00 p.m. Monday through <br /> Friday, excl ive of holidays). The Notice provided that written comments would be received <br /> thereon fora eriod of 15 days from the date of posting. No comments were received within the <br /> time or in th manner required by the Notice. <br /> D. I find that the fees set forth in Exhibit A hereto are consistent with applicable policies <br /> and directive of the City Council, comparable to the fees established in other jurisdictions and <br /> private busi sses for providing such services, are based on the hourly rates of engineering <br /> employees, dare necessary in order to comply with the City Council's directive and the <br /> requirements of Section 7.130 of the Eugene Code, 1971 that the fees charged for these services <br /> recover the 'ty's full costs, including plan review, engineering, inspection and overhead costs. <br /> On t e basis of these findings, I order that: <br /> 1.
