Peak Traffic Hours. The TIA shall include peak hour traf~-lc counts for all streets <br /> within the study area at the time of application. Existing traffic counts (less than 2 years old) may <br /> be factored by an average 2% per yeaz growth rate to establish the forecasted background traffic <br /> volumes. Growth rates less than this amount may be used for those roadways that are already <br /> approaching their theoretical capacity during peak periods if the lower growth rates are justified by <br /> a different methodology presented by a professional traffic engineer.
