8.1 Create a character theme for the staging area that provides for reconstruction of the River <br /> Road edge to be more pedestrian friendly, attractive and inviting, and provide a strong <br /> connection to the community. Consider bicycle parking, park benches, simples and <br /> naturalistic artwork, and use of pavers. Pedestrian oriented entryway improvements should <br /> be undertaken as a high priority, while the parking lot should be a low priority. <br /> 8.2 Execute design of the parking lot in such a manner that it does not block views of the park <br /> from River Road, while at the same time improving on noise abatement to the degree <br /> possible as the sound berm is reconstructed. Consider lowering the parking lot approximately <br /> 24 inches. <br /> 8.3 Design the parking lot for no more than 10 spaces, including space for persons with <br /> disabilities. Monitor use of the parking lot, and should it exceed capacity consider alternate <br /> locations for parking (such as the greenway north of the park along River Road, or acquire <br /> additional property to the south). Avoid future expansion of the parking lot that would create <br /> an intrusion of hard surface area into the park. <br /> 8.4 Design a bioswale to collect and filter contaminants from the parking lot, and include in the <br /> interpretive information at the kiosk. <br /> 7.2 Resource Management Plan <br /> The Resource Management Plan provides specific strategies, actions and prescriptions for site <br /> management and maintenance of Rasor Park. <br /> Strategv 1: Prepare a site restoration plan. Make screening and buffering of adjacent properties a high priority. <br /> 1.3 Establish a prescription for mowing and for controlling invasive non-native vegetation. <br /> Strategv 2: Augment native vegetation in the savanna-prairie by introducing <br /> native forbs and grasses on an ongoing basis as resources permit.
