i <br /> - U <br /> <br /> j <br /> ADMINISTRATIVE ORDER NO. 58-02-21-F <br /> i of the <br /> AIRPORT MANAGER <br /> 'I REVISION OF SECTIONS 2, 4 AND 5 OF THE AIRPORT FEE SCHEDULE <br /> CONCERNING COUNTER FEE, GATElHOLD ROOMlRAMP PARKING <br /> ~ FEE, LANDING FEES, AND TERMINAL RENTAL RATE AND <br /> ' REPEALING ADMINISTRATIVE ORDER N0.58-02-13-F. <br /> { <br /> { The Airport Manager of the City of Eugeae finds as follows: <br /> I <br /> ~ A. ° Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br /> to 2.442 of the Eugene Code, 1971 to set fees and charges for the' use of the Eugene Airport. The <br /> ~ City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br /> B. Pursuant to that delegated authority, on July 8, 2002, I issued Administrative Order <br /> No. 58-02-21, and notified the Mayor and City Councilors that I intended to amend the Airport Fee <br /> Schedule established under Administrative Order No. 58-02-13-F, which was issued on June 5, 2002 <br /> (effective June 16, 2002), byincreasingthe gate/hold room/ramp parking at the terminal fee, counter <br /> fee, landing fees, and terminal building rental rate which aze set forth in Sections 2, 4, and 5 of the <br /> Airport Fee Schedule. <br /> C. The Notice was also posted at two locations at the Airport and published in the <br /> Register-Guard, a newspaper of general circulation within the City, on 3uly 14, 2002. In addition, <br /> ~ the Notice was made available for inspection by interested persons at the offices of the Airport <br /> Manager, 28855 Lockheed Drive, Eugene, Oregon, 97402, during normal business hours (8:00 a.m. <br /> to 5:00 p.m. Monday through Friday, exclusive of holidays). The Notice provided that written <br /> comments would be received for a period of 15 days from the date of posting and publication. No <br /> written comments were received within the time or in the manner required in the notice. <br /> D. Based on the above findings, and the findings in Administrative OrderNo. 58-02-21, <br /> I find that, after investigating the fees charged at other airports, I have determined that those fees <br /> referenced in Finding B above should be increased, and Sections 2, 4, and 5 of the Airport Fee <br /> Schedule should be amended as set forth in the Airport Fee Schedule attached as Exhibit A hereto. <br /> The proposed fee increases are based on the actual costs incurred by the City. The unamended fees <br /> should be ratified and Administrative OrderNo. 58-02-13-F and the fees established therein should <br /> I~ be repealed as of the effective date of this order. <br /> I <br /> ~ On the basis of these findings, I order that: <br /> I <br /> 1. The fees set forth in Exhibit A attached hereto are established as the fees to be <br /> charged for the services set forth therein as of the effective date of this order. <br /> i <br /> 2.
