I <br /> airfield area without permission of the Airport Manager, except persons lawfully assigned to duty <br /> ~ there, or passengers or crews entering for purposes of embarkation or debarkation. <br /> 4.7 Animals. No person shall enter the airfield area or the terminal building with a dog <br /> or other animal unless it is an on-duty dog trained to assist handicapped persons, an animal which <br /> is leashed or properly confined and is to be transported by air, or a dog owned and being used by a <br /> law enforcement agency. <br /> <br /> ~ 4.8 Offensive Conduct. <br /> <br /> ~ 4.8.1 No person shall commit at the Airport any act made unlawful by Chapter 4 <br /> of the Eugene Code, 1971. <br /> <br /> j 4.8.2 No person shall engage in any disruptive behavior at the Airport. As used <br /> herein, "disruptive behavior" includes, but is not limited to, behavior that: (a) interferes with <br /> the use of the Airport by other persons; (b) interferes with or hinders Airport staff in the <br /> performance of their duties; or (c) is inconsistent with the purpose and intent of the Airport <br /> and disturbing to the staff or other persons using the premises. <br /> <br /> i <br /> i <br /> 4.9 Sanitation. No person shall dispose ofrefuse or waste material on the Airport except <br /> in receptacles provided for that purpose. No person shall bring refuse or waste material to the <br /> Airport for purposes of disposal at the Airport, except with written permission of the Airport <br /> Manager. <br /> 4.10 Firearms and Explosives. No person, except for duly appointed peace officers, <br /> members of the United States armed forces while on duty, persons licensed under state law to carry <br /> a concealed weapon, or corrections officers, shall carry any firearms or explosives into the Airport <br /> terminal or airfield area without the written permission of the Airport Manager, except for properly <br /> packaged firearms or explosives for shipment onto or from an aircraft, or as expressly allowed by <br /> state law. <br /> 4.11 Picketin .Demonstrations. Solicitations and Handbills. <br /> ~ 4.11.1 General Policies. The exercise of constitutional rights of expression and <br /> communication in public areas of the Airport shall not be restricted or infringed because of <br /> the content of the communication or identity of the speakers. No prior restraint of speech is <br /> permissible. It is necessary, however, to generally regulate speech activity on Airport <br /> property and articulate standards on permissible conduct in advance in order to deal with <br /> <br /> ~ overcrowding of the terminal. At all times when a restriction is imposed, the least restrictive <br /> <br /> i alternative shall be required. <br /> 4.11.2 Prohibited Conduct. Any person may engage in speech-related activities on <br /> public areas of Airport property so long as the following restrictions are obeyed: <br /> 4.11.2.1. No violation of state or municipal criminal laws; <br /> <br /> ~ 4.11.2.2. No intentional touching or making physical contact with another <br /> person unless that person consents to such physical contact; <br /> 4.11.2.3.
