<br /> i <br /> <br /> i <br /> ADMINISTRATIVE ORDER NO. 58-03-13-F <br /> of the <br /> City Manager of the City of Eugene <br /> ADO G DESIGN STANDARDS FOR STREET LIGHTING SYSTEMS <br /> AD ISTRATIVE RULE R-7.085lSL. <br /> The C Manager of the City of Eugene finds as follows: <br /> A. Section 2.019 ofthe Eugene Code, 1971, authorizes the City Manager to adopt rules <br /> and regulatio necessary for the administration or enforcement of provisions of the Eugene Code, <br /> 1971. Section 7.085 of the Eugene Code, 1971 authorizes the preparation of design standards and <br /> standard speci cations for construction, reconstruction, or repair of public improvements. <br /> B. In addition, the Design Standards and Guidelines for Eugene Streets, Sidewalks, <br /> Bikeways and ccess Ways ("Design Standards and Guidelines") adopted by Resolution No. 4608 <br /> of the City Co cif on November 22,1999 included a street lighting design standard, which was also <br /> included in th Eugene Arterial and Collector Street Plan adopted on the same date as findings in <br /> support of Or ' ce No. 20181. <br /> C. Pursuant to that authority and based on the findings contained in Administrative Order <br /> No. 58-03-13 'sued on July 2, 2003, I notified the Mayor and City Councilors that I proposed to <br /> adopt Design tandards for Street Lighting Systems Administrative Rule R 7.085/SL. <br /> D. Notice of the proposed adoption was also given by making copies available to any <br /> person who h requested such notice and by publication thereof in the Register Guard, a newspaper <br /> of general cir lation within the City for five consecutive days, to wit: July 13, 14, 15, 16, and 17, <br /> 2003. The No ice provided that written comments would be received thereon for a period of 15 days <br /> from the date f the first publication. No comments were received within the time or in the manner <br /> provided in t e notice. However, during the comment period, sta1~ recommended that a new <br /> subsection 7. be added to R-7.085/SL-D concerning street lighting and sign locations. I found this <br /> recommendat on to be inconsistent with otherprovisions of R-7.085/SL, and it has not been included. <br /> Based upon the above findings, which are hereby adopted, and pursuant to the authority <br /> contained in ections 2.019 and 7.085 of the Eugene Code, 1971, I hereby adopt the following: <br /> DESIGN STANDARDS FOR STREET LIGHTING SYSTEMS <br /> ADMINISTRATIVE RULER 7.085/SL <br /> R 7.085/SL- Definitions. <br /> As us din this Rule, the following words and phrases are defined as follows: <br /> AASHTO.
