<br /> ( I <br /> ADMINISTRATIVE ORDER NO. 58-04-O1-F <br /> of the <br /> AIRPORT MANAGER <br /> RE SIGN TO THE CAPTION OF SECTION 12 OF THE AIRPORT FEE <br /> SC EDULE, AND ADDITION OF GROUND LEASE RATES TO SECTION <br /> 15; D REPEAL OF ADMINISTRATIVE ORDER NOS. 58-03-10-F AND 58- <br /> <br /> ~ 03-2 -F. <br /> <br /> I <br /> The Airport Manager of the City of Eugene finds as follows: <br /> A. Authority is granted to the City Manager ofthe City of Eugene under Sections 2.440 <br /> to 2.442 of a Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br /> City Manag r has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br /> <br /> i <br /> Pursuant to that delegated authority, on January 23, 2004, I issued Administrative <br /> B. <br /> Order No. 8-04-01, and notified the Mayor and City Council that I intended to amend the Airport <br /> Fee Sched a established by Administrative Order No. 58-03-10-F on July 15, 2003 (subsequently <br /> <br /> ! corrected b Administrative Order No. 58-03-22-F onNovember f 2, 2003) as set forth in the Notice <br /> attached as xhibit A thereto. <br /> C. Notice was also posted at two locations at the Airport and published in the Register <br /> Guard, a ne paper of general circulation within the City, on January 23, 2004, provided to persons <br /> ~ who had r uested notice, persons who are currently paying such charges, and was made available <br /> for inspecti n by interested persons at the offices of the Airport Manager, 28855 Lockheed Drive, <br /> Eugene, egon 97402 during normal business hours (8:00 a.m to 5:00 p.m., Monday through <br /> Friday, exc ive of holidays). <br /> <br /> ~ D. Notice provided that written comments would be received for 15 days from the date <br /> of posting d publication. No comments were received within the time or in the manner described <br /> in the Noti e. However, during the comment period, Administrative Order No. 21-04-02-F was <br /> issued esta fishing, in part, that the charge for major documents would be the actual cost of printing. <br /> A notation been added to the Miscellaneous Fee section of the Airport Fee Schedule to reflect <br /> <br /> ~ that policy. <br /> E. Based upon the above findings and the findings in Administrative Order No. S 8-04-01, <br /> <br /> ~ and after ' vestigating the amount charged for such use in the past; comparable amounts or rates <br /> charged by ther airports; the amounts or rates and other municipal benefits agreed to by comparable <br /> users of th airport in a contract, lease, or permit; and, the revenue needs of the airport, I have <br /> determin that the Airport Fee Schedule should be amended as proposed. As of the effective date <br /> of this O er, the fees set forth in Exhibit A attached hereto, should be established, and <br /> Administr ive Order -Page 1 <br /> <br />
