ADMINISTRATIVE ORDER NO. 58-04-10-F <br /> of the <br /> AIRPORT MANAGER <br /> REVI ION TO SECTION 15 OF THE AIRPORT FEE SCHEDULE TO ADD <br /> A KE REPLACEMENT FEE. <br /> The irport Manager of the City of Eugene finds as follows: <br /> A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br /> to 2.442 of th Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br /> City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br /> B. The current Airport Fee Schedule was established by Administrative Order No. 58- <br /> 04-01-F on F bruary 12, 2004. <br /> C. Pursuant to the delegated authority set forth in paragraph A, on March 18, 2004, I <br /> issued Admi 'strative Order No. 58-04-10 and notified the Mayor and City Council that I intended <br /> to amend the irport Fee Schedule as set forth in the Notice attached as Exhibit A thereto. <br /> D. Notice was also posted at two locations at the Airport and published in the Register <br /> Guard, a ne paper of general circulation within the City, on March 29, 2004, provided to persons <br /> who had req ested notice, persons who aze currently paying such charges, and was made available <br /> for inspectio by interested persons at the o#fices of the Airport Manager, 28855 Lockheed Drive, <br /> Eugene, Ore on 97402 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through <br /> Friday, excl ive of holidays). <br /> E. Notice provided that written comments would be received for 15 days from the date <br /> of posting an publication. No comments were received within the time or in the manner described <br /> in the Notice <br /> F. Based upon the above findings and the findings in Administrative Order No. 58-04- <br /> 10, and after nvestigating the amount chazged for such use in the past; comparable amounts or rates <br /> charged by o er airports; the amounts or rates and other municipal benefits agreed to by comparable <br /> users of the 'rport in a contract, lease, or permit; and, the revenue needs of the airport, I have <br /> determined at the Airport Fee Schedule should be amended as proposed. As of the effective date <br /> of this Orde the fee set forth in Exhibit A attached hereto, should be established. <br /> On t e basis of these findings, I order that: <br /> 1.
