He identified several <br /> other examples of how he saw funding available within the budget and felt that the <br /> timing was not good for any increase in fees. <br /> Findings: Asset out in the findings of Administrative Order No. 58-04-13, the City's <br /> current revenue needs and cost of operation of the Gity's stormwater service system <br /> was investigated and the increases are based on the results of that investigation. <br /> The above comment does not provide information that would warrant changing the <br /> proposed fees. Therefore, no changes are being made to the proposed fees as a <br /> result of this comment. <br /> E. Pursuant to subsection (1) of Section 6.411 of the Eugene Code, 1971, I <br /> <br /> have c onducted a n i nvestigation o f t he r evenue needs of the City in providing these <br /> <br /> services and have reviewed the recommendation of the Metropolitan Wastewater <br /> Management Commission (MWMC). <br /> F. Based on my investigation and MWMCs findings and recommendation, Ifind <br /> <br /> that the proposed stormwater User Fee Schedule is in compliance with the Council's <br /> directive that the costs of providing such services be recovered from the beneficiaries of <br /> <br /> the services, and other applicable policies and directives of the City Council; is consistent <br /> with applicable federal and state regulations and the recommendations of MWMC; is <br /> comparable to the amounts charged by the City of Springfield and other such service <br /> providers; reserves the equity between different classes of ratepayers; and is based on the <br /> proposed budgets of the City and MWMC. Therefore, the amended fee schedule attached <br /> as Exhibit A should be implemented and effective for all bills issued on or after July 1, <br /> 2004. <br /> On the basis of these findings, I order that: <br /> 1. A copy of this Order be forwarded to the Mayor and City Councilors. Unless <br /> a review is requested by two Councilors prior thereto, this Order shall become effective on <br /> the 11th day after the date of its entry. <br /> 2. Notwithstanding the effective date of this Order as set forth above, the <br /> stormwater User Fees attached as Exhibit A are established as the fees to be charged for <br /> the services set forth effective for all bills issued on or after July 1, 2004. <br /> Dated this ~ day of June, 2004. <br /> • <br /> e is M.
